CA now has transparency in pay for job postings. Good! We also passed a law years ago for equivalency in pay for the same jobs. Later, we disallowed companies from asking about prior salary.

All of the above, when not done, contribute to preventing women from earning as much as men. This is one of the things that CA got right. Salary should be based on the job and one’s qualifications, period. It should have nothing to do with negotiation skills (especially if it’s a technical/scientific position like mine that has nothing to do with that), nor what the applicant made in the past.
