How do they decide drivable roads on Maps?

I’ve noticed there are a lot of dirt roads everywhere on maps that are inaccessible to the public or on private property. How do they decide what’s a road and what isn’t, do they use other phones activity data and make a road that has appeared to have been used multiple times? I guess this isn’t a specific question for Apple Maps alone because I’ve noticed it everywhere else too.
