First time shaving

It’s my first time shaving down there, and somehow I’m confused by the results. It’s smooth if I run my hand along the direction of the hair growth (downwards), but it’s still spiky when I run my hand at the opposite direction (upwards). Tiny hairs are still poking out, somehow they’re not entirely shaved despite using shaving cream, or stretching out the skin for the area to tighten and flatten so the razor can cut easier, and I’ve shaved the surface with the tiny hairs over and over again, I can’t seem to cut them off. Am I missing something?
