They’re already supposed to separate “time sensitive” notifications from regular ones, so that the regular ones go into your notification summary and time sensitive alert you.
But I’ve noticed a lot of apps, even ones like Uber that actually have “time sensitive” notifications aren’t tagging any of them correctly. That way you can’t reasonably silence their notifications, since you absolutely need the notification to know when your car is here. So since you can’t add it to the summary, they can spam you with their ads.
