Downtime Glitching iMessages (Fixed)

I was having this problem opening Memoji and gifs within iMessage, called Apple and the lady walked me through my Settings, (that I had already checked), and before the call got disconnected, we concluded that downtime was causing them to be inaccessible even though the iMessage app was not affected by downtime. To fix this problem, Just make a focus instead. You can still use screen time without downtime and limit your phone usage that way. Hope this helps if anyone else has run into this iOS glitch.
