Clean installation of Ventura appears to automatically enable FileVault — no recovery key supplied?

When setting up a new machine or updating to a major release, one of the first things I do is enable FileVault. In the past, it has always thrown up a modal dialog giving me the option to copy the recovery key, which I always do.

I upgraded two machine this week. Using a USB installer, I wiped the SSD clean and started from scratch. Upon first login to Ventura, I went to enable FileVault. It was already enabled, and at no point was I ever given the recovery key. Apple Support has no answer other than “turn it off, then turn it on and get a new recovery key”.

Great that they are trying to strengthen data protection on macOS; bad that they have left people in the dark on how to recover if something going wrong. Disabling/re-enabling is bullshit.
