I don’t see why you couldn’t. I’m not sure it’s the best method, though.
If they carry an iPhone, enable sharing and use Find My. If they don’t carry an iPhone, they might not track accurately, since they need to be within distance of an iPhone to work.
We use Find My to track my kids and mother-in-law. With permission, of course.
