Rightly or wrongly, China is one of few countries with the population, large scale industry, low enough wages for workers, and worker mentality that make large scale production of technology products possible. It is not easy to replace that.
The beginning of COVID is not a long time in logistics and production planning. Apple are clearly moving more and more away from China, they have been since before COVID but to find the demand needed takes time.
