It seems like the animation of moving from AOD to lock screen has to finish, before it can accept input.
Watch the clock and how it “grows” when you tap the screen. It won’t register touch input until that growing animation is done.
Annoying and I hope they fix it.
I don’t think it’s tied to refresh rate, because swiping from the bottom of the AOD still opens the phone without delay.
