The US Supreme Court has ruled that the State has no responsibility to protect individuals, which is also why police, firefighters, etc can’t be sued for failing to save you.
Ultimately your safety is your responsibility. As the Dalai Lama says, if someone attacks you with a gun, it would be prudent to shoot back with your own gun.
