Why can some dogs seem to “see” the television picture, and some can’t?

The thing with dogs is they don’t see like we see. They have a different frame rate, basically. And television doesn’t look to them as it does to us. I believe, I might be wrong, that they see things faster than us. Their brains register more images per second than us. So TV is to them just a weird blur.
