Whats a city/country with a good education system, warm weather, close to water, affordable, US expat friendly, safe, and doesn’t have an issue with Black Americans?

Maybe Guangzhou? They have the largest black population in China though it’s mostly from Africa. And it fits every other category except US expat friendly but I don’t think any places are US expat friendly.

Obviously you’ll need to learn Mandarin though. However, I know the subway system in the city has English instructions.
