What would had happened to southern states without Jim Crow laws, would have they become like south Africa or Zimbabwe?

Well I am against Jim crow but maybe what would have been clever, would have been to do a selective suffrage based on instruction and money. And I think we should have also done it in South Africa and ex Rhodesia. It is not racist we had it in France and other countries had it also. But then what do you think?
