Realistically if the driver has their seatbelt on like they should, in addition to airbags the driver is by default more protected than someone just on a street. So in terms of mathematical odds, the car should prioritize the lives of someone standing in front of the car since even in an accident the driver has a significantly higher chance of surviving.
