World Health Organization (WHO) is currently seeking applications from the eligible applicants for the post of Temporary Associate (Procurement) in Ulan Bator, Mongolia. The duration of this post is 5 months.

The primary role of WHO is to direct and coordinate international health within the United Nations system.

Key Job Responsibilities

The Temporary Associate (Procurement) will perform the following functions:

  • Register, record, compile, file, archive, maintain data and initiate procurement activities in full compliance with WHO rules, regulations, policies and strategies.
  • Translate materials, either in writing or verbally, from Mongolian to English and vice-versa; make oral translations for procurement-related activities.
  • Support and facilitate the preparation of procurement processes including preparation of adjudication report, RQFs, ITBs or RFP and receipts of quotations, bids and preliminary evaluation ensuring cost-efficiency.
  • Provide inputs to the CO’s procurement business processes mapping and elaboration of the Standard Operating Procedures (SOPs) in procurement and logistics to ensure the corporate requirements of global and regional platform and system.
  • Prepare purchase orders and contracts and outside the Global Management System (GSM) including emergency procurement.
  • Follow up on deadlines of procurement requisitions, respond to routine requests along with approvals, if necessary and coordinate with the Supply Unit in the Regional Office and other relevant teams.
  • Conduct the Local Procurement Committee meeting if threshold amount is above the authorized level.
  • Implement an internal control system to ensure that purchase orders are fully prepared and dispatched, Undertake timely corrective actions for POs with budget check errors and other problems.

Eligibility Criteria

Applicants must have:

  •  An advanced University Degree (Masters level or above) in Public Health or related field.
  • Qualification in Digital Health, e-health, and/or in Health Information Systems.
  • At least 10 year’s relevant experience in international public health, including considerable experience obtained in an international context.
  • Experience working with national governments on policy/strategy development, and health systems strengthening (UHC/PHC) and research.
  • Experience in providing technical collaboration and working with various agencies and actors in capacity building, developing and promoting collaborative partnerships.
  • Demonstrate experience supervising technical staff.
  • Expert knowledge of English.
  • Beginner’s knowledge of Thai.
