International Organization for Migration Programme Officer Jobs in Ethiopia
Context:
Natural and manmade disasters ranging from conflict, drought, environmental degradation, damage to basic services and infrastructure, changing livelihoods strategies in an evolving political economy, poverty, and progressive depletion of coping mechanisms available to the displaced and host communities are recurrent phenomena in large portions of Ethiopia, often leading to more displacements.
Found in a condition of prolonged socioeconomic vulnerability with a deteriorating level of resilience, large number of rural communities continue to experience a crisis situation when faced by recurrent shocks that often are also aggravated by a rapidly changing climatic conditions.
Ethiopia faced and still have impacts of complex crisis due to prolonged internal conflicts and drought, which have heavily impacted the economy and have caused high levels of food insecurity, gender-based violence, widespread displacement, and limited access to basic services.
To respond the above challenges: IOM Ethiopia will implement European Union (EU) funded ‘’Sustainable support to persons displaced by conflict and disasters related to natural hazards and their host communities’’ to enable conflict- and climate-induced Internally Displaced Persons (IDPs) and host communities to move towards recovery and resilience through a comprehensive and multisectoral area-based community development project.
Project will have three main objectives listed below:
To improve living conditions of IDPs and host communities through sustainable access to durable water, sanitation, and hygiene (WASH) services.
To improve living conditions of and self-reliance among IDPs and host communities through access to livelihoods, financial support, and economic opportunities.
To strengthen social cohesion and protection services through an area-based community development approach substantiated by needs-based data collection and capacity building of relevant stakeholders.
Under the overall supervision of the Chief of Mission in Ethiopia and direct supervision of Head of Programmes, and in close coordination with the CO Units, Regional Thematic Specialist (RTS) at the Regional Office (RO) for East and Horn of Africa in Nairobi and relevant Divisions/Departments /Units at Headquarters (HQ), the Programme Officer – for EU Projects will be responsible for managing, coordinating and overseeing the activities of the EU funded ‘’Sustainable support to persons displaced by conflict and disasters related to natural hazards and their host communities’’ project.
Core Functions / Responsibilities:
Provide overall management and oversight of ’Sustainable support to persons displaced by conflict and disasters related to natural hazards and their host communities’ project’s implementation in a timely manner, its financial, administrative, and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.
Oversee and ensure proper coordination with project consortium members such as AICSItalian Agency for Development Cooperation and GIZ- German Corporation for International Cooperation on, monitoring and evaluation, reporting, data collection and information elaboration and lead the project, technical, and regional steering committee meetings.
Coordinate and ensure monitoring project progress, specifically aimed at increasing effectiveness and design, and lead appropriate actions.
Prepare progress and other reports and ensure proper information exchange on all operational aspects of the project between IOM, the EU, and other stakeholders.
Supervise all staff assigned to the project, as well as consultants, implementing partners and service providers recruited to support and/or undertake specific activities.
Establish and maintain strong partnerships with Government entities and with the European Delegation, Project Consortium members, other implementing partners, UN agencies and other stakeholders.
Identify complementary activities and new project possibilities to enhance the impact of the Sustainable support to persons displaced by conflict and disasters related to natural hazards and their host communities in relation to expressed governmental needs, donors’ priorities, and IOM’s mandate and country strategy.
Maintain synergies with other IOM Ethiopia units, such as Data and Research, Preparedness, Response, Protection, Migration management Units and relevant projects under WASH, Livelihood and Protection portfolios as well as contribute to effective coordination with other local and international actors involved.
Provide strategic and technical advice on the expansion of project, developing new projects and contributing to fund raising efforts and initiatives.
Ensure timely recruitment of staff and closely monitor staff performance, project progress, and ensure mainstreaming of gender according to IOM procedures and regulations.
Undertake duty travel, as required related to project implementation, coordination, problem resolution, project development, staff training and liaison with partners.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
Master’s degree in Migration Studies, Humanitarian Affairs, Peace and Conflict, Social Science, International Relations, Regional Studies or a related field from an accredited academic institution with five years of relevant professional experience, or;
University degree in the above fields with seven years of relevant professional experience.
Experience
Strong Experience in project cycle management with particular emphasis on in conflict and/or post-conflict settings;
Experience in large scale and consortium project management and reporting;
Experience in the design and/or implementation of WASH, Livelihoods, peacebuilding, social cohesion in conflict and/or post-conflict settings;
Experience in liaising and building effective partnerships with donors, government authorities, and/or other national/international institutions, such as UN, research institutions and local and international NGOs;
Experience in conducting monitoring and evaluation (M&E), with strong understanding of M&Etools and approaches; and,
Experience in writing training plans, statements of works, standard operating procedures, and detailed instructions.
Skills
• Excellent computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook).
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of other IOM official languages is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
