Main Purpose of the Job:
To develop and implement strategies that will ensure that the sub recipients receive and utilize the provided funds effectively and that the TAF (AIC) financial resources are adequate, well managed and properly utilized for effective implementation of the planned activities.
Key Outputs:
Finance and Accounting Manual,
Grants Management Manual developed and implemented;
Annual work plans and budgets in place;
Financial returns Consolidated; Sub-recipients funds disbursed;
Consolidated Cash Flow projections in place;
Accountability statements produced;
Financial management, monitoring and control systems developed and maintained;
Supervise, guide and manage staff performance under finance directorate;
Resources mobilized to support HSS project work and other TAF (AIC) programs;
Timely and effective Reporting
Key Duties and Responsibilities:
Facilitate and co-ordinate the development and maintenance of a sound financial management system for the organization backed by an effective and up-to-date Finance and Accounting Manual and Grants Management Manual;
Ensure total adherence to finance and grants system by all finance and accounts personnel at
various levels, and by users of financial resources;
Develop and maintain timely and accurate financial statements and reports that are appropriate for the users and in accordance with Generally Accepted Accounting Principles (GAAP);
Develop, implement, and ensure compliance with internal financial and accounting policies and
procedures;
Ensure that all statutory requirements of the organization are met including NSSF, PAYE, Income
Tax, Goods and Services Tax, among others;
Prepare all supporting information for the annual audit and liaise with the Chief Internal Auditor and the external auditors as necessary to complete financial audits;
Document and maintain complete and accurate supporting information for all financial transactions;
Develop and maintain financial accounting systems for cash management, accounts payable,
accounts receivable, credit control, and petty cash at TAF (AIC) and among the sub-recipients;
Reconcile bank and review monthly results, implement and share with management members the
respective departmental monthly variance reporting;
Manage the cash flow and prepare cash flow forecasts in accordance with the set policies; Oversee the bookkeeping function including maintenance of the general ledger, accounts payable, accounts receivable and payroll;
Develop and implement policies and procedures to ensure that personnel and financial information is secure and stored in compliance with current legislation;
Manage the acquisition of capital assets and ensure that assets are properly recorded, amortized, and disposed of as appropriate;
Prepare annual charitable return in a timely manner as appropriate;
Liaise with the Treasurer, Finance Board Committee and/or Audit Board Committee as
appropriate;
Support the Executive/Project Director and the Board Treasurer with financial reporting as
required at Board meeting and the Annual General Meetings;
Oversee all payroll functions to ensure that employees are paid in a timely and accurate manner;
Negotiate and manage the employee insurance and benefits plans;
Process and submit statutory and benefits remittances on time;
Establish guidelines for budget and forecast preparation, and prepare the annual budget in
consultation with the Executive/Project Director and Treasurer and/or Finance Committee;
Assist Directors and Project Manager with the preparation of budgets for funding applications;
Maintain financial records for each project in a manner that facilitates management reports;
Ensure that accurate and timely financial statements are prepared in accordance with contract agreements with funders; Provide accurate and timely reporting on the financial activity of
individual projects;
Make contributions to the periodic updating and review of the effectiveness of the internal control system by contributing to the up-dating and review of the internal control system;
Co-ordinate the preparation of the long-term, annual and ad hoc budgets; and ensure that all
projects, recipients, departments, centers and units of the organization exercise budgetary control;
Approve expenditures up to prescribed limits, and in accordance with existing policies and
regulations; Mobilize resources to support the TAF (AIC) programs and Project activities;
Develop budgetary performance report/return format, and see that it is applied by the relevant
staff; Offer technical advice to management and prescribe feasible solutions whenever the need
arises;
Efficiently and effectively manage the organization’s financial resources in conformity with the Grants manual and the finance/accounting policies and regulations;
Contribute to the organization’s strategic planning process by providing necessary inputs in areas of expertise and responsibility; Coordinate timely compilation and submission of statutory financial returns and related management reports; Ensure satisfactory liquidity management of the organization by reviewing the liquidity statements of the various divisions, departments and centers, and take appropriate actions;
Timely submission of financial statements/returns and avail all records to internal and external auditors; Provide timely and satisfactory responses to all auditors’ queries and/or comments;
Monitor staffing numbers and skills within the Finance and Grants Directorate, and liaise with
the Human Resource Department to bridge existing gaps through recruitment, training or development and ensure that the respective Finance and Accounts units are manned by qualified
and competent personnel;
Provide effective leadership to subordinates, and maintain good teamwork among them; Prepare
and submit reports as and whenever required
Any other duties as may be assigned by your immediate supervisor.
Person Specifications
Minimum Academic Qualifications: Master’s Degree in Finance (Accounting) or related field, Bachelors Degree of Commerce with full professional qualifications such as ACCA, or CPA.
Minimum Experience and Exposure: Eight (8) years’ work experience in Finance, Accounting or
Auditing, 5 of which should have been at Senior Managerial levels in organizations similar to TAF
(AIC)
Special Knowledge: Proven knowledge of donor financial accounting procedures; Proven knowledge
of grants management; Knowledge of HIV related work and programing.
