Job Description:
The IRC is seeking a Project Manager, based in Kampala, for a Euro 30 Million five year, urban livelihoods program; Refugees in East Africa: Boosting Urban Innovations for Livelihoods Development (Re:Build). The program is funded by the IKEA Foundation and is being implemented in Kampala and Kampala.
The IRC is the Lead Partner and is coordinating a consortium of local and international partners to deliver the program. Re:Build seeks to support urban refugees and vulnerable host residents to achieve economic self-reliance and benefit from strengthened urban economic, regulatory and social environments.
Re:Build aims to enable change at varying levels, from better access to livelihoods opportunities and inclusive services within communities, to improved refugee-related policies and more targeted and effective service delivery from national, regional and global actors. Key features of Re:Build’s approach include flexible funding, adaptive design and knowledge and evidence generation.
Job Overview:
This position is a member of the regional Re:Build Project Management Unit and supports the implementation of the program across Uganda. The Project Manager will be based at the IRC Urban Office with frequent interface with the Livelihoods Resource Center. They are a key interface between direct project implementation, the IRC Uganda country team and the Re:Build Program Management Unit.
The Project Manager oversees and leads the Re:Build Uganda team in day-to-day project implementation, supports stakeholder engagement and contributes to partnership management.
The Project Manager is responsible for managing and supervising the delivery of project milestones, in accordance with workplans, managing sub grants as well as ensuring grant compliance according to donor requirements.
The Project Manager reports directly to the Re:Build Project Director with a technical line to the IRC Uganda, Economic Recovery and Development (ERD) Coordinator.
Duties and Responsibilities:
Program Management:
Coordinate with the Project Director and ERD Coordinator in the implementation of a coherent livelihoods program for urban refuges and vulnerable residents in Kampala;
Provide leadership and guidance to the Re:Build project staff in the implementation of program activities, ensuring that all relevant policies and procedures are applied.
Strong collaboration with the Urban Program Support Coordinator to ensure smooth operations / logistics for program implementation.
Act as a strong liaison between project team and other departments (supply chain, Logistics, HR, admin & finance etc.) to ensure collaborative processes move smoothly and swiftly.
Ensure that all interventions are implemented in a timely and professional manner, according to established objectives, goals and indicators and in line with donor requirements and client needs.
Supervise and guide project teams in the development, implementation and monitoring of work plans, ensuring that activities reflect the commitments IRC made to the donor and the communities.
Ensure all implementation approaches employ a programming strategy that integrates across multiple sectors.
Identify partners for skills building and apprenticeships for clients and liaise with supply chain, safety and security and finance in signing service agreements.
Coordinate and support of the Re:Build sub-grantees and other community based organizations .
Budget management:
Work closely with the Re:Build Regional Finance Manager in tracking the project expenses .
Ensure all program activities are delivered within acceptable budget thresholds.
Contribute to the development of spending plans and track them against actual spending.
Lead and coordinate the iteration, revision and realignment of the project budget annually
Actively participate in Project Management Meetings and ensure resulting actions are followed up’
Monitoring & Evaluation:
In collaboration with the Re:Build M&E Coordinator and Senior Data and M&E officer, select and implement appropriate monitoring and evaluation systems, analyzing results to ensure and enhance program effectiveness and quality.
Take lead in ensuring the project staff is consistently using M&E data in programming and decision making.
Support the selection, set-up, and implementation of client feedback mechanisms and ensure that client feedback received is actioned appropriately.
Support coordination of field monitoring visits and provide feedback/troubleshooting support on M&E.
Reporting and fundraising:
Working closely with the Grants and Partnership Manager, participate in the development and timely submission of donor reports including reporting against the logical framework.
Participate in the iteration of the program design and responding to new funding opportunities,
Lead and coordinate the iteration, revision and realignment of the project budget annually.
Coordination & Representation:
In coordination with the Re:Build Project Director, Advocacy Manager and Communication Manager, establish contacts with relevant international/local NGOs and line ministries in Uganda to support urban refugees.
Regularly attend coordination meetings in Kampala.
Upon request by the Project Management Team, organize and facilitate field visits for stakeholders interested in Re:Build activities.
Coordinate with the Re:Build Project Director and Kenya Re:Build Project Manager to share lessons learned on Re:Build implementation.
Partner Management:
In coordination with the Project Director, manage relationships with local partners, including community-based and refugee-led organizations and local governments.
Coordinate with the ERD Coordinator and Uganda Country Program partnership teams to identify and nature partnerships to support program implementation.
Liaise with research partners in planning and implementation of research studies and pilot implementation.
Qualifications
Bachelor’s Degree in international relations, economics, social science, human rights, urban planning or related field required.
Minimum of five years professional experience in economic or related programming, applying technical expertise in livelihoods and economic recovery.
Experience in organizing and planning multi stakeholder consultations/meetings/workshops
Experience implementing large and complex, multi-partner, multi-year international economic recovery and development projects
Exceptional project management skills, including development and tracking of workplans, budgets, and risk management plans
Strong relationship management skills and a sound understanding of major actors in the humanitarian and development space in Kampala
Demonstrated ability to critically assess programmatic data and translate this into recommendations for actionable course corrections and design improvements
Professional fluency in written and spoken English
Highly motivated, possesses strong sense of integrity and a positive attitude
