‘Background:]

Solidarity with South Sudan (SwSS) was founded in 2008 in response to the needs in conflict-affected South Sudan and at the invitation of the Sudan Catholic Bishops Conference (SCBC). Solidarity is a collaborative engagement of international religious institutes of men and women working with qualified lay professional staff in South Sudan.

Solidarity develops capacities in people and institutions, forming dedicated service-oriented practitioners in primary school teaching, health, agriculture and pastoral services throughout the country. It comprises a head office in Juba and four field offices in South Sudan.

The four field offices are: Wau, Western Bahr el Ghazal (Health); Yambio, WES (Education); Riimenze WES (Agriculture & livelihoods) and Kit, Central Equatoria (Pastoral). In addition, it has a fundraising and support office in Rome.

Role description

Solidarity is seeking a qualified accountant for the role of Solidarity Finance Manager (SFM) reporting to the Executive Director. The daily work of the Solidarity Finance Manager (SFM) shall be supervised by the Executive Director or his delegate, and the SFM will report to the Executive Director and the chairperson of the Solidarity Finance Committee (Rome).

The SFM is responsible for managing the day-to-day financial and operational transactions for Solidarity activity in South Sudan. In collaboration with the Fundraising Director in Rome, S/he will be responsible for preparing and submitting financial reports to our various donor organizations.

S/he will oversee the different audit processes within the organization. He/she will ensure compliance with all policies and procedures related to Finance, Operations, Procurement and Management, Office Administration. S/he will promote strong collaboration between finance and administration teams and contribute to a learning environment in which personal, professional and team growth is supported.

The following comprise main responsibilities:

Accounting

S/he is responsible for:

  • Managing the accounting and financial operations of SwSS, in collaboration with the SwSS Finance team. S/he will be responsible for the control systems for all transactions processing as well as ongoing cash management. SwSS financial operations include transactions for the central and for all sub-offices in South Sudan, as well as transactions from HQ in Rome, and from donors. She/he will record in the SwSS general ledger ensuring that expenditure at each site in South Sudan is recorded and reviewed. Appropriately allocate expenses to agreed donor/budget codes, and/or against the appropriate sources of those funds;
  • Coordinating the month-end / year-end closing processes, including income recognition, and related reporting;
  • Compiling and reviewing monthly financial reports such as the Income & Expense report for SwSS activities for review with the Executive Director and project Principals;
  • Preparing timely supporting schedules and reports for general ledger accounts, identifying discrepancy between grant budget and actual expenditures, making recommendations for corrective action to the project managers, Finance and Fundraising teams;
  • Ensuring that a filing system for accounting is in place, that documents can be easily accessed and linked to the relevant accounting transaction and Accounting package;
  • Reporting in transparent manner on small and occasional projects in accounting;
  • Ensuring the maintenance of an up to date asset register in all projects.

    Financial Management

    S/he is responsible for:

  • The management of all Solidarity financial processes and outcomes in South Sudan;
  • Providing leadership, direction and management to the Finance team. S/he works in close collaboration with the finance team in the Juba office;
  • Preparing financial analysis as appropriate to help other departments and Governing Board in decision making;
  • Ensuring appropriate financial controls and reporting systems are in place and operate effectively in each location;
  • Providing financial/operational/strategic recommendations to the Executive Director and members of the Finance Committee (Rome);
  • Managing the processes for financial forecasting and budgets, and overseeing the preparation of all-financial reporting. Engaging in bimonthly budget-vs-actual reporting;
  • Overseeing the accounts receivable process, in coordination with the Fundraising offices.

  • Assisting with recording and reporting of transactions as required;
  • Maintaining updated donor payable/receivable balances, monitoring their ageing and following up on outstanding items regularly;
  • Managing accounts by project center;
  • Providing donor reports as will be required from time to time, by the Director of Fundraising for donors.

    Treasury

    S/he is responsible for:

  • Overseeing the cash management function in SwSS, prepare periodical cash flow reports and analysis. Monitor exchange rates and FX gain and loss and bank charges;
  • Ensuring bank and cash reconciliations are performed regularly. S/he also monitors reconciling items and takes corrective action as needed;
  • In collaboration with the Executive Director, managing the relationship with banks and other financial institutions;
  • Monitoring and reporting on the organization’s deferred income and donor receivables ensuring correspondence with funds held in bank accounts.

    Audit and Compliance

    S/he is responsible for:

  • Advising on the suitability of auditors and overseeing the audit process;
  • Ensuring the proper implementation of auditor’s management report recommendation;
  • Implementing appropriate purchasing policies and procedures;
  • Ensuring that substantiating documentation (including information received from sites) is available such that all transactions may comply with SwSS financial policies and recommendation from the auditors;
  • Respond to auditors’ queries on a timely basis. Investigate and verify audit findings and recommendations;
  • Ensuring that SwSS complies with all legal and tax obligations in South Sudan.

    Other

  • Collaborating with Finance Consultant and Finance Officer, both based in Rome;
  • Advising on long-term financial planning;
  • Reviewing finance and IT related procedures;
  • Participating in the Finance Committee of the Governing Board to report on financial and related matters;
  • Attending the South Sudan Management Team (SSMT) meetings for the section discussing financial operations;
  • Managing and training the Finance team in Juba and field offices;
  • Assisting the Rome Office and the Fundraising Director in the production of sound financial reports and proposals, to support fundraising activities;
  • Providing periodic reports and suggestions as needed on HR / Payroll / IT /Insurances.

    Qualification and Knowledge

  • Proof of Qualification and Registration of CPA or equivalent professional qualification;
  • Advanced skills in Excel, PowerPoint presentation, Pdf editing, QuickBooks International Online Accounting package;
  • Fluent in English, both written and verbal.

    Professional Experience

  • Min. 3 years’ professional practice at Finance Manager level;
  • Previous experience in the financial administration of a humanitarian mission;
  • Professional experience in dealing with international donors and funding agencies procedures;
  • Previous experience in budget and donor fund management and monitoring of logistics procedures;
  • Prior experience in supervising/coordinating a finance and accounting team.
