Overall purpose of the role:

The Economic Recovery Coordinator, under the management and supervision of the Economic Recovery Manager, will be responsible for providing technical and programmatic support for DRC Economic Recovery sectors including Livelihood, Energy, and environmental activities in the DRC areas of operations in Tanzania.

The role will include harmonization of tools, implementation of strategy, and training to ensure DRC has a consistent and clear approach to livelihood/energy and environment across all sites. The Economic Recovery Coordinator will work closely with the Economic Recovery Manager in the finalization and rollout of the livelihood/energy and environment-related strategies as well as contributing to a positive working environment with all key stakeholders.

Main responsibilities of the position:

  • Livelihood and/or energy and environment project and sector oversight
  • Have oversight on the overall livelihood/energy and environment portfolio in geographic areas, including identifying funding and capacity gaps.
  • Coordinate, plan, and monitor livelihood and/or energy and environment project activities in the area, ensuring adherence to the sector, donor, and internal requirements and guidelines.
  • Ensure targets are met under DRC’s agreement with donors, to be accountable to the stated goals of the program.
  • Ensure the highest quality of the sectoral interventions including adherence to best practice programming and minimum standards in coordination with the Economic Recover Manager.
  • Ensure coherence between all projects/activities ongoing and proposed, according to the overall DRC strategy.
  • Ensure high quality and timely deliverables, narrative reporting and financial overviews, close cooperation with donors, Government counterparts, and coordination mechanisms on site, and in synergy with other DRC interventions in the area.
  • Support the development of the livelihood/energy and environment program strategy based on yearly projected funding (Including locations and activities).
  • Provide overall budget monitoring, financial management, and expense control for the project activities, including compliance with minimum DRC and donor requirements.
  • Coordinate, monitor, and support the development and implementation of partnerships with implementing partners across multiple base offices.

    Technical Management:

  • Lead in developing sustainable livelihood and/or energy and environment programming initiatives/proposals and fundraising relating to the emergency and longer-term response.
  • Provide technical assistance to livelihood and/or energy and environment teams including development and roll-out of SOPs and guidance.
  • Regularly review and provide technical advice on project work plans and implementation with Team leaders.
  • Work with the Economic Recovery Manager to provide regular technical training and capacity building to Economic Recovery staff, and partners, and on key DRC livelihood and/or energy and environment concerns and product solutions.
  • Support the development of awareness curricula, livelihood, and/or energy and environment materials for the implementation of a comprehensive training and awareness package.
  • Organize and facilitate regular economic recovery team meetings across two for knowledge sharing, peer support, and quality improvement.
  • Carry out sector needs assessments, as needed.
  • Based on existing assessments, he/she will participate in designing interventions, national and local strategies, and plans for the implementation of Economic Recovery and environmental programming activities.
  • Providing technical inputs to the program throughout the project cycle.
  • Undertake regular field/onsite visits to ensure technical support to livelihood and/or energy and environment programming staff and proper monitoring of the activities implemented in the area of operation.
  • Participate in reviewing and endorsing relevant financial and narrative reporting on all livelihood and/or energy and environment interventions.
  • Participate in providing overall budget monitoring, financial management, and expense control including compliance with minimum DRC and donor requirements.
  • Perform other related duties as required.

    Coordination, Representation, and Relations:

  • Identify, develop, and maintain relationships with both PoCs and relevant stakeholders at the field level (e.g., beneficiaries, community leaders, local and national government officials, donors, UN agencies, and other NGOs)
  • Collaborate with relevant internal and external technical experts on issues related to the relevant sector, including UNHCR, Danish Embassy, WFP, and partner organizations among others.
  • Where relevant, liaise with donors and work closely with partners on project updates, site visits, and other communication.
  • Perform any other relevant tasks as requested by Line Manager.

    Monitoring, Evaluation, and reporting:

  • Ensure transparency and accountability tools, processes, and mechanisms for affected communities are in place.
  • Work with Economic Recovery Manager and MEAL team to ensure the M&E plan is being implemented, data is being collected from the field and regular reports are being produced.
  • With support from IMs and MEAL review and update of the livelihood and/or energy and environment Monitoring system on an annual basis or as needed.
  • Advise on internal livelihood and/or energy and environment MEAL tools and IM systems and integration with INGO inputs.
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors.
  • Undertake regular field/onsite visits to ensure technical support to Economic Recovery and Environment staff and proper monitoring of the activity’s implementation in operation.
  • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan, and tribal and religious affiliations.
  • Ensure lessons learned are documented, shared, and reflected in program planning and decision-making.
  • Provide regular updates on progress to Economic Recovery Manager and other team members and senior management.
  • Provide budget monitoring and expense control including compliance with minimum DRC and donor requirements.

    Qualifications and Experience

  • Significant knowledge of livelihood and/or energy and environmental programming.
  • Minimum 4 years of international experience implementing and developing livelihood and/or energy and environment programming and capacity-building activities on energy and environment/forest.
  • Previous working experience with international organizations in humanitarian settings in leadership and or managerial positions.
  • Experience in preparing livelihood and/or energy and environment programming strategies and advocacy strategies for a complex program covering multiple sites.
  • Experience working with government authorities/institutions and line ministries in economic development and poverty reduction programming.
  • Experience in local governance, community development, and participatory development programming is highly advantageous.
  • Experience in coordinating and standardizing approaches across a multi-site program.
  • Experience providing remote technical guidance and developing training to suit a variety of audiences.
  • Knowledge of and experience in handling situations of statelessness and durable solutions.
  • Experience in information data management, utilizing databases and platforms.
  • High level of computer literacy and associated software (Microsoft Word PowerPoint and Excel, SPSS)
  • Excellent written and oral communication skills in English.
  • Excellent interpersonal and problem-solving skills, creativity, and flexibility.
  • Comfortable in a multi-cultural environment, flexible and able to handle pressure well, able to engage with community members openly and maintain confidentiality and respect.
  • Demonstrated ability for rapid analysis of complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies.

    Education:

  • University Degree in agriculture, rural development, forest, Environmental science and Management, Natural Resources Management, project management, and other related fields. A master’s degree will be an added advantage.
