Job summary
The System Strengthening Specialist will play a vital role in strengthening community and family care structures and local social protection systems to deliver integrated care to the most vulnerable children and adolescents.
This will include addressing systemic and capacity gaps at the community level and within national social welfare systems at the policy and guidelines level, as well as improving coordination and linkages between social welfare and health systems with an eye toward fostering program ownership and sustainability by partners and stakeholders.
As a member of the technical leadership team, S/he will support the implementation of learning agendas, tool development, and relevant strategic initiatives. S/he will liaise closely with other Activity specialists to ensure seamless quality programming.
S/he will be responsible for sharing activity information, and experiences within and outside the organization, and ensuring smooth partnerships through signing Memorandums of understanding with all key relevant activity partners such as clinical partners, KCCA, private sector among others.
Responsibilities and duties
Ensure strong coordination and referral mechanisms, social service workforce development, and service delivery with an emphasis on providing comprehensive support at the community and household level.
Provide technical backstopping in deliberately linking the Education, Health, Livelihoods, and Child Protection sectors to ensure quality protection outcomes for children.
Support program efforts by providing guidance and hands-on support in conducting assessments, and advising on partnerships and strategies.
Provide feedback and technical support to all Activity partners to implement social welfare system-strengthening activities and to ensure that agreed activities and targets are met.
Support the monitoring and evaluation efforts of OVC Kampala Activity by conducting on-site monitoring visits and participating in monitoring and evaluation team meetings.
Work with the Division Coordinators to support KCCA and other partners to strengthen community child protection structures across all Division, and monitor protection needs, gaps, and interventions in and around child protection issues.
Work with the office of the probation and other stakeholders to take appropriate measures to remedy violations and address the protection concerns facing children in the communities as well as liaise with relevant line ministries and commissions in order to foster partnerships and encourage national interest and ownership in the protection of children.
Facilitate, draft, and participate in the development of, and/or the timely completion/review of OVC technical reports, such as monthly, quarterly, and/or annual reports and work plans; and other ad hoc reports, as required.
Support MGLSD to re-convene the Social Work Steering Committee (SWSC) or other appropriate multisectoral working group, to guide the refinement and roll-out of the recently approved NCP and integrated case management system (ICM).
Perform any other duty as may be assigned by the supervisors.
Qualifications, Skills and Experience
An ideal Candidate for this position should have a bachelor’s degree in public health, social work, social administration, Development Studies, or a related field.
A postgraduate qualification in the above fields will be an added advantage.
At least 8 years of consistent experience in a technical advisory or support role with a large-scale NGO.
Demonstrated high-level experience working with USAID and MOH on HIV-related policy and programming.
Demonstrable training and mentorship skills.
Excellent data analysis and presentation skills
Strong interpersonal, oral, and written communication and negotiation skills. Fluent in written and spoken English.
Extremely flexible, and have the ability to cope with stressful situations.
Ability to maintain performance expectations and strong working relationships in diverse cultural contexts, psychologically & physically stressful environments
Knowledge of Microsoft Office software (Word, Excel, Outlook, and Internet) required.
Ability to multi-task and work under pressure to deliver results.
