Organisation of Southern Cooperation Chief of Section – Bilateral Liaison and Protocol Jobs in Ethiopia
Overall purpose of the role:
Reporting to the Chief of Staff and operating under the direct supervision of the Director of External Relations and International Cooperation (ERIC), the Chief of Section – Bilateral Liaison and Protocol is entrusted with the comprehensive management and coordination of the Protocol Service and the advancement of bilateral relationships for the Organization for Southern Cooperation (OSC).
The role involves maintaining international protocol standards, deepening existing bilateral liaison and relations, and fostering new relationships with key bilateral partners.
This position provides the unique opportunity of joining the team of a new international intergovernmental organisation, contributing to its lasting construction and influencing its future trajectory.
Main Responsibilities:
Bilateral Relations and Protocol Strategy: Develop and implement strategies and policies for the OSC’s engagement with key bilateral partners, ensuring alignment with the organization’s mandate and by addressing the protocol requirements of bilateral and multilateral visits/events.
High-Level Meetings: Organize and oversee bilateral meetings chaired by the Secretary-General or Chief of Staff or Director-ERIC, providing guidance and support on protocol arrangements.
Policy Advice: Offer expert advice and analysis on current policies and contribute to the development of policies and strategies related to bilateral partnerships and international relations within the OSC’s mandate.
Coordination and Liaison: Coordinate, plan, and oversee the management of activities within the Section, including engagement with Member States’ Embassies accredited to Ethiopia.
Briefing and Representation: Draft briefing notes, talking points, and reports for senior leadership as needed. Represent the OSC at diplomatic receptions, events, and briefings conducted by the Ministry of Foreign Affairs of Ethiopia.
Supervision: Provide necessary supervisory support to ensure the efficient functioning of the Section.
Stakeholder Engagement: Establish contacts with key authorities and diplomats from Member States’ embassies in Addis Ababa and collaborate with diplomatic missions, ministries of foreign affairs, and other relevant external stakeholders.
Reporting and Analysis: Oversee the production of reports and analysis (political, economic, education, development and social) of various regions.
Other Duties: Perform any other relevant duties as assigned by the Secretary-General, Chief of Staff, and Director of ERIC.
Experience and Technical Competencies:
Excellent interpersonal, diplomatic, and cross-cultural communication skills.
Strong oral and written communication abilities.
Strategic thinking and long-term planning skills.
Proficiency in analysing reports and communiqués.
Ability to work effectively in a multicultural environment.
Capacity to operate in high-stress situations.
Understanding of cultural differences and effective communication in international teams.
Education:
At least 10 years of working experience in international relations, diplomacy, or related fields.
Minimum of 8 years of management experience within international and/or regional organizations.
Bachelor’s or master’s degree (or higher) in international relations or related fields. Post-graduate degree will be an asset
Languages:
English – Fluent
And knowledge of one or more of the other official languages of the OSC (French, Arabic, Spanish)
