Purpose of activity / assignment:
This individual consultancy will help government implement the planning stage of the South Sudan Multiple Indicator Cluster Survey Round 7 (MICS7). The main activities of the planning stage include overall coordination, creation of partnerships, development of workplans & budgets, resource mobilization & coordinating the design processes of a sampling strategy & sample frame for the South Sudan MICS7.
Background & rationale:
Our client in South Sudan (SSCO) is implementing a 3 year country program. The 2023 – 2025 organization’s South Sudan (SSCO) program supports the rights of children & women (particularly the most vulnerable) & further strengthens systems & promotes access to high quality & resilient services. The humanitarian component of the program seeks to ensure assistance & development cooperation address the structural causes of fragility & vulnerability.
South Sudan’s 2023 / 2025 country program is thus an adaptation of the organization global program structure; beside the social protection & public finance for children outputs, the current SSCO social policy program component also covers child poverty.
Child poverty is an output in the social policy section. The SSCO child poverty portfolio aims to enhance the capacity of government across all levels to measure & monitor child vulnerability & use the evidence to design appropriate policies, plans & budgets.
MICS 7 presents a unique opportunity to generate more relevant statistics on child rights & wellbeing across various domains including domestic violence against women, anthropometry for children aged 5 – 9 years, children’s time use, adolescent mental health & food insecurity. MICS7 surveys will generate data on 40 SDG indicators half of all SDG indicators that can be sourced from household surveys.
MICS7 features new topics & initiatives including longitudinal phone surveys (MICS plus), geocoding, integration with administrative data sources, amongst others. The questionnaire architecture of MICS7 is shorter & covers households, women, men, under 5s & children aged 5 – 17.
MICS7 dataset covers maternal & newborn health, education, water & sanitation, energy use & social transfers. MICS7 will address the current data needs of across all levels of governments, strengthen the national statistical capacity & update the situation of children and women.
After long absence from the program, South Sudan is participating in MICS 7. The National Bureau of Statistics in collaboration with relevant partners will implement MICS 7 in South Sudan.
Scope of work:
This individual consultancy will help government implement the planning stages of the South Sudan Multiple Indicator Cluster Survey Round Seven (MICS 7). The consultancy covers the partnerships’ component & the resources mobilization aspects of the survey. The partnerships component entails establishment of both the MICS 7 technical & the MICS7 steering committees.
The fund raising aspect involves active & sustained resource mobilization efforts within the organisation & externally through engagement with relevant UN agencies, donors & the International Financial Institutions (IFIs). The overall responsibility of the consultant is thus to manage these 2 critical areas of the project thereby ensure successful implementation of MICS 7 in South Sudan.
This individual consultancy will help government (through NBS) deliver on 2 critical aspects pertained to the planning stages of MICS7 in South Sudan partnership management within the UN & across all levels of government & fund raising for the South Sudan MICS, with focus on SSCO program components, development partners, donor community & the international financial institutions in South Sudan.
