About the role:

This is 12 month (renewable), replacement role with unaccompanied terms based in Juba with frequent trips to other programme locations including Northern Bahr el Ghazal (NBeG), Unity and Central Equatoria States. Pay Band 4 (from € 44,133 to 49,038).

You will report to the Country Director (CD) and line manage the Monitoring, Evaluation and Learning (MEL) Coordinator, Grants and Information Manager and National Gender and Equality Coordinator. You will work closely with Programme Director (PD), Deputy Programme Director (DPD), Area Coordinators (ACs), Programme Managers (PMs), Technical Coordinators and Advisors, Systems Director (SD), Country Financial Controller (CFC), Dublin M&E Technical Advisors and Desk Officer (DO).

We would like you to start in November 2023.

Your purpose:

You will ensure high quality programme designing, planning, monitoring, evaluation and learning across the South Sudan Country Programme; adapting systems and procedures for effectiveness and efficiency in M&E, Learning, Documentation, Grants management, Reporting, Gender, Equality and Complaints Response Mechanism (CRM).

As Coordinator of the Programme Quality Unit (PQU), you will monitor and address issues in the performance of the unit in ensuring that Concern’s South Sudan Programme is in line with the country strategy, commitment to donors, and quality standards such as Core Humanitarian Standards (CHS), SPHERE and Concern’s Programme Quality Guidelines.

You will support the PD in the development and growth of the funding portfolio, and coordination of advocacy and the internal and external engagement platforms.

You will be responsible for:

Programme Design:

  • Support the PD in programme development and increasing the donor portfolio, through the Grants Management System (GMS) and liaison with the DO.
  • Participate in go-no-go discussions with CD, PD, DPD, ACs and Technical Coordinators for evidence based decision making on funding opportunities identified.
  • Support the PD and the rest of the programme team during proposal development, linking Grants and M&E functions for evidence based theory of change and log frames with SMART indicators.
  • Support the PD, DPD and ACs to promote cohesion, complementarity and integration across all programme locations, and ensure that learning, gaps and needs are considered in the design and development of high quality proposals, concept notes and expressions of interest.

    Programme Quality:

  • In consultation with the CD, PD, DO and Technical Advisors at country and headquarters (HQ) levels, take the lead in relevant contextual analysis, programme reviews, evaluations and audits.
  • Coordinate processes to ensure programme adherence to CHS commitments and SPHERE standards, in consultation with PD and Technical Advisors in country and HQ, as required.
  • Ensure that Concern mainstreaming polices and HCUEP (How Concern Understands Extreme Poverty) is understood by all staff and implemented at all levels.
  • Ensure the highest standards of accountability, by Concern and partners, including a robust CRM whereby complaints, responses and databases are handled appropriately and systematically.
  • Develop and strengthen the Gender Equality strategy in-country, aligning with the global strategy, country strategy and context specific issues and recommendations from the gender audit.
  • Oversee the Grants and Information Management mechanisms in place, ensuring grants team support to programmes in donor compliance in implementation, reporting, visibility, etc.
  • Participate in preparing complete, accurate and realistic budgets for donor proposals and as part of Concern’s internal budget procedures, ensuring that PQU activities are adequately covered.
  • Ensure the allocated budget for programme quality is utilised effectively and any necessary adjustments are requested in a timely manner.
  • Coordinate between grants, finance and programme teams to foster timely financial reporting, and promote compliance with Concern and donor guidelines, regulations and procedures.
  • Ensure that all grants documents are filed on Concern’s GMS and retrievable when required.

    Knowledge Management:

  • Ensure that agreed reports and other information is communicated in a timely and relevantmanner to donors, HQ and other stakeholders, with liaison with DO, PD and CD, as appropriate.
  • Oversee the periodic programme performance reviews at both grant level and against the country strategy, to foster evidence based decision making and results based management.
  • Oversee the design and implementation of M&E plans, ensuring inbuilt platforms for reviewing and tracking programme performance, capturing learning, documentation and dissemination.
  • Develop a knowledge management system to capture lessons learned and disseminate these within Concern South Sudan and wider.

    Capacity Building and Development:

  • Identify and coordinate needs-based training for Concern staff and partners on project cycle management and results based management, ensuring access to the tools to apply the principles.
  • Support the continued capacity building and career development for the MEL Coordinator, Grants and Information Manager and National Gender and Equality Coordinator, as appropriate.
  • Support the MEL Coordinator, Grants and Information Manager and National Gender and Equality Coordinator to effectively line manage and build the capacity of the rest of the PQU team.
  • Ensure adequate composition of the PQU team to meet the relevant programme quality support needs in all locations and timely filling of gaps and/or mutual support within PQU across locations.
  • Conduct and encourage regular field visits for technical support and on-the-job training and coaching, on compliance with donor and Concern guidelines and policies and M&E.
  • Ensure that the PQU team have accurate job descriptions, understand their roles and responsibilities, have SMART objectives to guide them, and conduct timely performance reviews.
  • Ensure that the PQU team members are aware of and comply with all of Concern’s policies and procedures; and have a sense of responsibility, accountability and pride in programme excellence
  • Ensure that work within the PQU team is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.

    Your skills and experience will include:

    Essential:

  • Relevant graduate degree (economics, agriculture, development or equivalent)
  • Three years relevant field based experience in the development/ humanitarian sector
  • Experience of setting up and implementing multi-sectoral PM&E systems
  • Demonstrated experience of working with rural communities
  • Demonstrated experience in all stages of the PCMS (Programme Cycle Management Systems): assessments , programme development, including the logical framework approach
  • People management
  • Computer skills including Microsoft Word and Excel, plus SPSS and GIS
  • Ability to work independently and under own initiative.
  • Ability to work under pressure and prioritise, often to strict deadlines.
  • Good networking skills, interpersonal communication, presentation and motivational skills.
  • Strong analytical and problem solving abilities.
  • Empathy with Concern’s goals and a commitment to capacity building, protection and participation.
  • Willingness to travel to rural areas up to 50% of the time between programme locations
  • The ability to quickly develop fluency in Concern’s policies and procedures, including policies such as equality and systems policies in logistics and transport.

  • Experience in staff capacity development and management.

    Desirable:

  • Post graduate degree in relevant discipline
  • Practical experience of implementation of mainstreaming activities, especially in the key dimension of equality.
  • Previous experience in Concern and/South Sudan.
  • Experience in preparing budgets and reports for international donors.
