Role:

To oversee the implementation of Ombudsman Systems in public offices as well as the investigation of public office injustices and maladminstrataion, and ensure that the principles and values of integrity, transparency and accountability among leaders in public institutions as specified in the Laws of Uganda are adhered to.

Key Result Areas:

  • To participate in the Inspectorate of Government strategic planning process, ensure that goals and strategies developed and implemented will result in successful adherence to standards and guidelines.
  • To lead the Directorate’s team in a manner that empowers them to deliver their goals and objectives.
  • To ensure the development and implementation of policies, systems, procedures and tools that will assure quality delivery, effective impact, and management of risk.
  • To lead the Directorate in the development and implementation of operational plans and budget that will deliver against the strategic plan.
  • To collaborate with key stakeholders both internally and externally in order to achieve results.

    Duties:

    The Director will be responsible to the Inspector General of Government/Deputy Inspector General of Government for performing the following duties:-

  • To participate in the development of the Inspectorate of Government strategic plan ensuring that the strategies developed align with IG’s mandate and with the Law.
  • Develop key performance indicators that measure and monitor performance of the Directorate against strategy and oversee the Directorate’s performance.
  • Communicate to team members the IG’s Vision, Mission and Values.
  • Monitor and review performance and in particular holding staff accountable for meeting standards of excellence and delivering any improvement goals which have been identified, and taking decisive action in the case of poor performance.
  • Ensuring that staff are adequately trained and developed for their roles
  • Develop and review guidelines, standards and procedures for the Directorate ensuring that they are well documented and communicated for consistent application.
  • Develop, build and improve on Directorate systems and capacity to handle high volume of investigations into complaints of of maladminstration and public injustice and/or Anti-Corruption investigations in MDALGs.
  • Ensure that the Directorate work is planned and organised in a way which will drive for performance in the most cost effective manner possible; ensure that team members are given appropriate workloads and are working efficiently.
  • Ensure budget plans for the Directorate are approved, resources are available and contribute to delivery of Directorate strategies and goals.
  • Take the lead to monitor the quality of information and data that is included in case files and reports ensuring that what has been reported is accurate and relevant.
  • Lead in collaborating with stakeholders in the justice system and other related agencies to conduct and conclude investigations effectively.
  • Lead in collaborating with stakeholders in public office, to conduct and conclude investigations into corruption, complaints of maladminstration and injustice and/or effective Ombudsman Systems in public offices; and develop or implement effective sysytems, that handle investigations.

    Person Specifications:

    Minimum Qualifications, Competences and Experience:

    Education Qualifications:

    An Honors Bachelors’ Degree in any of the following fields:

  • Business Administration (Accounting)
  • Public Administration and Management
  • Commerce (Accounting option)
  • Law and a Diploma in Legal Practice
  • Arts
  • Social Sciences
  • Procurement
  • Economics
  • A Master’s degree in any of the above fields.

    Job related experience and knowledge:

  • Eight (8) years’ experience in a Senior Management Position, Three (3) of which should have been at Manager or Commissioner Level in Government or equivalent level of experience in a reputable Institution.
  • Demonstrated experience in leadership, critical thinking and analysis of investigation and other reports.
  • Extensive knowledge and understanding of public administration and Human Resource Management including political and legal systems and the governance of public bodies.
  • Significant experience in the analysis, development and implementation of public service systems and programs.
  • Experience in networking and building strategic partnerships.
  • Extensive knowledge and understanding of the Laws of Uganda will be an added advantage.
  • Demonstrated exposure and experience of working in an environment where investigation and management is a key deliverable will be an added advantage.
