IBTCI specializes in institutional support and monitoring, evaluation, research, and learning (MERL)across many areas and sectors including, but not limited to, conflict and crisis, democracy and governance, economic growth, education, environment, and global health.

Overview:

IBTCI is seeking a Senior Learning Specialist for an upcoming USAID/Uganda Monitoring, Evaluation Learning and Strategic Information (MEL-SI) platform operating out of Kampala, Uganda.

The general objectives of this project include: strengthening evidence-based programming within USAID/Kampala and among implementing partners in support of the country’s development cooperation strategy; implementing a comprehensive management and reporting system; supporting the Government of Uganda information systems pertaining to orphans and vulnerable children; and analyze the effectiveness and sustainability of initiatives pertaining to gender, equity, social inclusion, localization, climate resilience, and private sector engagement.

Responsibilities

  • Enhance USAID/Uganda’s existing learning capabilities and introduce improved avenues to learning.
  • Lead the design of learning experiences with a focus on incorporating a variety of learning methods and the creation of an effective learning environment for the project, including IPs.
  • Lead the development, design, and implementation of the Learning Agenda leveraging USAID collaboration, learning, and adaptation (CLA) best practices.
  • Lead the development of an annual Lessons Learned Report.
  • Lead the development and execution of Learning Events, IP Workshops, and Interim/Final Presentations by topic (for example, HIV/AIDS, Reproductive Health, Malaria, TB, MCH).
  • Provide overarching technical guidance on all aspects related to learning across various health sub-sectors.
  • Lead the development of IP and PMP best practices and lessons learned for inclusion in multiple reports, including a Lessons Learned Report.
  • Establish a process for ongoing learning and continuous improvement.
  • Lead proposals to modify implementation strategies for programs and projects based on lessons learned, contributing to evidence-based programming and decision-making.
  • Lead relationship management and data sharing between the project and IP Program Managers and Technical Teams.
  • Incorporate technical, contextual, and experiential CLA learning into the program cycle processes.
  • Provide expert advice to USAID staff and partners on CLA.
  • Directly supervise the Information and Knowledge Management Specialist.
  • Develop and conduct training, workshops, facilitated learning conversations, and other capacity-building opportunities around CLA.
  • Develop training curricula for staff, data collectors, and IPs.
  • Other duties as assigned.

    Qualifications

  • At least 7 years of formal research, CLA and/or Monitoring and Evaluation (M&E) experience.
  • Experience in the humanitarian, transition, or development field.
  • At least 2 years of experience in USAID-funded projects.

    Education:

  • Master’s Degree from an accredited university/college in adult learning, organizational development or relevant subject.

    Preferred Knowledge, Skills and Abilities:

  • Excellent oral and written communication skills.
  • Exceptional research, analytical, organizational, interpersonal and computer skills.
  • Demonstrated ability to effectively communicate and interact with high-level donor representatives and International Non-Governmental Organization (INGO) representatives.
  • Demonstrated ability to work independently with limited direction as well as within a team as a team member.
