Job Roles and Responsibilities:
• Safety Management: Develops and implements safety protocols, guidelines, and policies to prevent accidents, injuries, and hazardous situations on the construction site.
• Environmental Compliance: Ensure compliance with environmental regulations and guidelines, including waste management, pollution prevention, and habitat protection.
• Health and Wellness: Promote worker health and well-being through initiatives such as ergonomic practices, medical facilities, and health awareness programs.
• Training and Education: Providing training and awareness programs to educate workers and contractors about safety procedures, environmental concerns, and health practices.
• Risk Assessment: Conduct regular risk assessments to identify potential hazards and recommends preventive measures.
• Incident Management: Manage and investigate incidents, accidents, and near-misses to identify root causes and implement corrective actions.
• Emergency Preparedness: Develops and oversees emergency response plans and procedures to address potential crises.
• Regulatory Compliance: Ensures adherence to local, regional, and national health, environment, and safety regulations.
• Resource Planning: Collaborating with project managers to plan HES activity schedules, and deployment strategies.
• Budget Management: Manage the HES budget, including coordination of procurement, and signage equipment / tools.
• Team Leadership: Leading a team of HES coordinators, assigning tasks and providing technical guidance.
• Health and Safety: Ensuring compliance with safety regulations in project operation activities.
• Data Analysis: Analysing HES performance data to identify trends, predict occurrences and strategies to maintain standards.
• Vendor Management: Manage relationships with HES suppliers and service providers to supply tools, equipment and services.
• Environmental Compliance: Ensuring that project activities adhere to environmental regulations and guidelines.
• Project Management: Collaborate with project managers, stakeholders, and construction teams to coordinate HES activities. Develop project schedules, seek resources, and monitor progress to meet project HES timelines.
• Reporting: Generate regular reports on HES activities estimates status, and any outstanding issues. Provide progress updates to project managers and other relevant stakeholders.
• Performs any other duty as assigned by the supervisor from time to time.
Key Performance Indicators (KPIs):
• Lost Time Injury Frequency Rate (LTIFR): Measuring the number of lost time injuries per hours worked, indicating the safety performance on the construction site.
• Environmental Compliance: Evaluating the project’s adherence to environmental regulations and guidelines, including waste disposal and pollution control.
• Safety Training Completion: Tracking the percentage of workers and contractors who have completed mandatory safety training programs.
• Near-Miss Reporting: Monitoring the number of near-miss incidents reported and addressed, indicating the effectiveness of hazard identification.
• Emergency Response
Readiness: Assessing the preparedness and effectiveness of emergency response plans through drills and simulations.
• Health and Wellness Participation: Tracking worker participation in health and wellness programs, promoting overall well-being.
• Safety Compliance: Ensuring that equipment operations and maintenance adhere to safety regulations, leading to a safe working environment.
• Cost Control: Managing the HES budget effectively to avoid cost overruns and wastage.
• Change Order Management: Evaluate the efficiency of managing change orders and variations.
• Stakeholder Satisfaction: Gather feedback from project team members and external stakeholders on HES quantity management processes. Meeting or exceeding client expectations regarding the quality and performance of HES processes.
Work Experience, Skills and Knowledge:
• Health, Safety, and Environmental Knowledge: In-depth understanding of safety regulations, environmental laws, and health practices in construction.
• Risk Management: Skill in identifying potential risks, assessing their impact, and developing mitigation strategies.
• Leadership: Ability to lead, motivate, and engage a team in promoting a culture of safety, health, and environmental responsibility.
• Communication: Excellent communication skills to convey safety and environmental information effectively to workers, contractors, and management.
• Problem-Solving: Capacity to analyse incidents, accidents, and near-misses to identify root causes and implement corrective actions.
• Regulatory Compliance: Knowledge of relevant health, safety, and environmental regulations and the ability to ensure project compliance.
• Emergency Response Planning: Proficiency in developing and executing emergency response plans to address potential crises.
• Training and Education: Ability to design and deliver effective training programs to raise awareness and promote safe practices.
• Budgeting and Financial Management: Competency in managing HES budget effectively while maintaining quality and safety.
• Contract Management: Understanding of contract negotiation, procurement, and subcontractor management.
• Time Management: Ability to prioritize tasks and work efficiently within project schedules.
• Attention to Detail: Demonstrate meticulousness in recording and analysing HES project cost estimation.
• Regulatory Compliance: Knowledge of relevant laws, regulations, and standards in the road construction industry.
• Working experience: Possession 8 years of leadership working experience of which 3 years should have been obtained in the equivalent capacity.
