Org. Setting and Reporting

This position is located in Mission Support Center (MSC) Section within the United Nations Support Office in Somalia (UNSOS), based in Mogadishu. The Senior Logistics Officer also serves as the Chief of Mission Support Center (MSC) Section. The Senior Logistics Officer will directly report to the Chief, Operations and Resources Management (CORM).

Responsibilities

The MSC plans, coordinates and interfaces with all mandated clients – African Union Transition Mission in Somalia (ATMIS), United Nations Assistance Mission in Somalia (UNSOM), the Somali Security Forces (SSF) and any other supported entity – to provide timely and effective logistics support. Within the limits of delegated authority, the Senior Logistics Officer at this level, will be responsible for the following duties:

  • Exercises managerial and supervisory control over all logistics support while fulfilling UNSOS mandate.
  • Develops, prepares, coordinates and monitors overall logistic support plans including logistics forecasting, supply schedules, priorities or requirements, and resolution of urgent operational needs.
  • Monitors and coordinates all multifunctional logistic requirements between UN HQ, ATMIS, UNSOM and UNSOS and where required other field missions.
  • Assists in the development of policy and procedures for UNSOS support to its clients.
  • Acts as the principal liaison between UNSOS and the mandated clients of ATMIS, UNSOM and SSF and other supported clients for logistics matters, troop redeployments, rotation and assists in the coordination and deconfliction of bilateral/donor support to ATMIS and SSF.
  • Ensures overall planning and coordination of logistics support preparations for client missions and civilian and military peacekeeping presence, in Sector/Regional Administrative Offices.
  • Ensures that logistics requirements take account of gender-specific needs.
  • Advises senior management on logistics management, structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy.
  • Leads assessment missions when there is a change in mandate or changes in deployment are envisaged.
  • Manages and supervises an integrated civilian-military mission support organization.
  • Manages and coordinates a multifunctional logistics operation within the mission area.
  • Oversees the management of COE related programmes.
  • Oversees the management of all regional administrative functions including in client missions.
  • Chairs or is a member of field mission administrative and financial bodies when nominated.
  • Assumes responsibilities of a certifying officer, if nominated.
  • Performs other related duties as required.

    Education

  • Advanced university degree (Master’s degree or equivalent) in logistics, business administration, public administration, management, engineering, law or related field. A first-level university degree in combination with two additional two years of qualifying experience may be accepted in lieu of an advanced university degree.

    Work Experience

  • A minimum of ten (10) years of progressively responsible experience in land or air transport, logistics operations in military, commercial or international organization, or related areas is required.
  • Experience working in a United Nations Common System field operation (inclusive of peacekeeping missions, Agencies, Funds and Programmes) or similar international organizations or non-governmental organization in a conflict or post-conflict setting is desirable.
  • Experience in military or police logistics is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
