Org. Setting and Reporting

This position is based in the Integrated Electoral Support Group (IESG) within the United Nations Assistance Mission in Somalia (UNSOM), in Mogadishu. The incumbent will report to the Electoral Officer, P4.

Responsibilities

Within delegated authority, the Electoral Officer (Gender) will be responsible for the following duties:

• Advises on the drafting and implementation of gender mainstreaming policy and strategies for National Independent Electoral Commission (NIEC) and other existing Electoral Management Bodies.

• Monitors the implementation of legal domestic and international norms on women’s participation in elections and provides advice to the NIEC and other existing Electoral Management Bodies on measures to improve women’s participation as candidates and voters.

• Leads workshops, conferences, national consultations, commissions, committees, task forces, expert groups and other bodies and prepares background materials, training materials, meeting reports, etc.

• Provides advice to the electoral legal advisor and senior colleagues on the electoral gender legal framework.

• Carries out capacity building for national counterparts and strengthening of the NIEC and other existing Electoral Management Bodies.

• Liaises with senior officials of the NIEC such as the Chairperson and members of the Board of commissioners, and MolFA on regular bases to monitor progress on implementation of the Programme.

• Interacts with members of the Electoral Law Working Group to support, report, and provide needed assistance to the group, playing a liaison role between the group and the IESG team.

• Represents the IESG in interactions with Somalia officials including participation in high level meetings, acting on behalf of the Electoral Officer P4 when outside the mission area.

• Establishes and maintains professional and productive partnerships with national counterparts and other key stakeholders in the electoral process.

• Monitors the impact of domestic and international norms and processes on women participation in the Somalia electoral process and provides – under the supervision of the Electoral Officer P4-provides advice to the Electoral Management Body on appropriate corrective measures.

• Compiles and provides regular briefings and reports in the assigned area of responsibility in close collaboration with other relevant partners.

• Performs other duties as assigned.

    Education

  • Advanced university degree (Master’s or equivalent) in law required. A first level university degree in Law with a relevant combination of academic qualifications and two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • At least five years of progressively responsible and relevant professional experience practicing law in an advisory capacity within an international organization, government, or law firm or possession of teaching experience in law from a recognized academic institution teaching law are required.
  • Experience in political science, international economics, international relations, public administration, or a related field is desirable.
  • At least three years of experience in implementing, supporting, or advising on elections and gender-related work is desirable.
  • Sound understanding of and experience in dealing with national authorities, political and civil society organizations, media, and strong analytical skills to integrate diverse information from various sources and demonstrate understanding of Somalia political issues assessing risks and opportunities is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Somali (both oral and written) is required.
