Introduction

Plan International Nigeria is an independent development and humanitarian non-profit organization that advances children’s rights and equality for girls. Plan International Nigeria recently refreshed and updated its Country Strategy for the period FY2024-FY2028.

This was done following the launch of the Plan Global Strategy in 2022. The new Country Strategy “Girls are empowered to take action and drive change” reflects Plan Nigeria’s focus over the next five years and reflects key changes in the organizational objectives that align with its membership journey.

Within this strategy Plan Nigeria aims to reach 20 million girls to LEARN, LEAD, DECIDE AND THRIVE while ensuring a robust and sustainable funding and income diversification.

The funding trends in Nigeria have changed significantly over the past few years. A decline of traditional funding sources has resulted in increased competition among peer organisations. The emergence of new sources of funding and, more importantly, local structured giving is becoming more visible. However, the impact of the COVID-19 pandemic and the Russia-Ukraine conflict has had an adverse impact on the global and national funding landscape.

Purpose and Specific Objectives

Plan International Nigeria is seeking an experienced consultant to develop a resource mobilization strategy and establish a clear overview of current and potential funding opportunities for the organization to increase its long-term financial sustainability.

The mapping exercise shall include:

  • An analysis of the current aid environment and donor landscape including the priorities, programmatic focus, geographical presence, and funding priorities and allocations of humanitarian and development donors (both traditional and non-traditional) and development partners working in Nigeria; and
  • Identification of new aid/resource modalities and partnerships, and recommendations for engaging with them.

    Scope of work

  • Workplan outlining key activities for the consultancy;
  • Database of donor contact information, including bilateral and multilateral donors, foundations, and the private sector whose policies and practices uphold human rights and gender equality principles
  • Action plan for Plan International Nigeria with recommendations on how to establish relationships with donors to access new funding (based upon analysis of opportunities, eligibility, compliance, and risk)
  • Assess the funding landscape including exploration of humanitarian and development donor strategies, priorities/areas of interest, and corresponding envelope (with special emphasis on EU, USAID, UK FCDO, BMGF in Nigeria.
  • Propose/recommend strategies and guidance that will enable Plan International Nigeria to best position itself to be able to win future funding opportunities in its impact areas in Nigeria.
  • Submit a draft mapping report for feedback before finalization.
  • Produce a summarized final document incorporating all feedback to better guide Plan Nigeria’s pre-positions and business development effort.

    Deliverables

  • Comprehensive report detailing the results of the scoping exercise of potential donors. Donors should be organized per categories of type of donor and relevant information per donor should include donor priorities, scope of funding, eligibility for funding, way of accessing funding, and the provision of contacts and/or suggested grant application avenues. We further welcome the identification of humanitarian and development donors who could be influenced to support our approach to transforming power relations in favor of women and girls, which includes community-led actions and applies feminist leadership principles.
  • Analysis of the donors mapped and recommendations of at least 10 donors that Plan Nigeria should prioritize based on analysis of the factors and positioning of Plan Nigeria to access funding from those donors. For the priority donors indicate strategies/positioning Plan International Nigeria should put in place to access funding from those donors.
  • Landscape of potential partners/competitors including an indication of the main players in the areas of interest of Plan International Nigeria. This could include, but is not limited to: INGOs, bilateral and multilateral donors, platforms and networks, and research institutes.
  • Recommendations on potential partners and potential competitors based on the landscape analysis. This takes into consideration the donor mapping and potential partners Plan International Nigeria needs to explore to access funding and position in key donor markets.

    Output/Deliverables and Timeline

    Deliverable #1: Conduct a desk review to develop a rapid Stakeholder Mapping to include:

  • 1.1 Inception report/work plan for the whole exercise
  • 1.2 Strategic Partnerships and Donor Mapping Exercise
  • 1.3 Strategic Partnerships and Donor mapping report (20 pages maximum) including a profile of the partners and donors which will include contact details, priorities, partnership’s purpose (reach, resource mobilization, and operational alliance), donor forums, networks, and other information relevant to Plan Nigeria.
  • 1.4 Share draft mapping report for feedback before finalization.
  • 1.5 Finalized mapping report.

    Deliverable #2: Develop Plan International Nigeria’s Resource Mobilization Strategy through:

  • External Assessment
  • 2.1 Providing an update on the current funding environment which includes:
  • Provide a more detailed stakeholder mapping (donor, NGOs, and access to donor funding from the Government, Private Sector, and Foundations) for Plan Nigeria.
  • Determine strategic partnership opportunities that will enhance Plan Nigeria’s funding base.

    Internal Assessment

    2.2 To determine the funding needs and capacity in Resource Mobilization and partnerships by:

  • Analyzing relevant Strategy and Program documents, current donor portfolio, and determining funding gaps.
  • Conducting a competitor analysis.
  • Develop a Resource Mobilization and Partnerships SWOT analysis
  • Propose a framework to support the development of a resource mobilization strategy.
  • 2.3 Draft and lead the reviewing, vetting, and finalizing of Plan International Nigeria’s Resource Mobilization Strategy (FY2024-FY2026) including a final report (10 pages max).

    Suggested methodologies:

  • Review of Plan International Nigeria’s Resource Mobilization Strategy 2021-2023 and Country Strategic Plan 2020-2024, and the Country Strategic Plan 2024-2028 including key documentation from Plan International Nigeria as well as a track record of programmes.
  • Review of donor databases, websites, information on funding, consultations and in-country donor intelligence gathering.

    Duration of the Assignment

    This consultancy will take a total of 10 days inclusive of conducting research, holding consultations with stakeholders, and report writing.

    Key Activities/ Tasks

  • Undertake strategic mapping of donor, business, and Government interests, priorities, and funding windows to inform targeting of resource mobilization efforts.
  • Draft the Resource Mobilization Strategy 2024-2026
  • Develop an action plan (2-3 years) for engagement with potential partners, donors, and businesses, in a sustainable partnership [to be included as an annex in the Strategy.

    Required Qualification Experience and Competencies

    Education:

  • A Master’s Degree in the social sciences, communications, economics, or development studies.

    Experience:

  • At least five years’ experience in the development sector, preferably in fundraising, resource mobilization, or partnership building.
  • Knowledge of Plan International operations and procedures is desirable.

    Language Requirements:

  • Fluency in spoken and written English is essential.

    Competencies:

  • Strong networking skills
  • Ability to work under pressure, with minimum supervision and on-distance;
  • Demonstrated initiative, tact, and high sense of responsibility and discretion;
  • Strong teamwork skills;
  • Excellent communication skills, written and oral;
  • Strong computer literacy and data analytical proficiency.
