About the Ethiopia Programme of People in Need:
People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance around the world. Present in Ethiopia since 2003, PIN has directly implemented numerous humanitarian and development projects across five regions of the country, mainly focusing on emergency and development WaSH, Shelter, Food Security, Agriculture, Education and Job creation interventions (funded by BHA (USAID); DG ECHO; FCDO; UN OCHA; Czech government etc.).
The overall annual budget of Ethiopia country programme is about 8 mil EUR, it has more than 200 local staff and minimum of expatriates.
About the role:
Country Director (CD) is responsible for the overall management and development of the mission and its employees (3 expatriates and over 200 nationals) and for PIN´s representation at the country level. CD supervises the mission’s programmes, finance, and administration as well as human resources; at the same time the CD is ultimately responsible for the security management of the mission.
A considerable part of the CD’s responsibilities consists of medium and long-term tasks such as strategic planning, implementation of best practices and procedures, strengthening country programme´s management and structure, employee capacity building, donor relationship management, and advocacy.
Main Duties & Responsibilities:
Responsibility for fulfilling the strategy, vision and mission of the RDD and compliance with core values of PIN
Ensure that medium-term and short-term plans agreed with the headquarters (HQ) are implemented, and other necessary resources are available and used for their intended purpose
Together with the RD, she/he initiates new programmes and interventions in new sectors
Responsibility for contingency planning and emergency preparedness with support from the HQ, management/supervision of new emergency responses
PIN representation towards local authorities, partners, the Czech embassy and donors and development of partnerships with all relevant stakeholders in the country
Promotion a team spirit, a culture of respect, personal responsibility, transparency and openness
Responsibility for the recruitment of key positions at the national level and contributes to the recruitment done at the HQ level (international staff)
Provide the senior staff under her/his direct supervision with regular feedback and support
Ensure that PIN and RDD policies are known and respected
Adhering to the PIN Safety and Security Policy and country-relevant procedures
Strive for the maximum safety and security of staff and beneficiaries and ensure a balance between the accepted level of risk and the urgency of programmes (as per the Risk Management Policy)
Execute crisis management and lead the Incident Management Team (IMT)
Supervision of all support departments and functions, and setting up effective internal coordination and communication
Ensure a high quality of submitted proposals and a correct and timely reporting to donors
Main Requirements:
Strong leadership and staff management skills, with a record of managing large, diverse teams and contributing to staff capacity building of all national and international staff;
Proven international experience of at least five years in team management, project development, and management in relevant positions;
Fully conversant with the budgeting, financial reporting, and economic management of a country program or large-scale program;
Experience with strategic program planning, project cycle management, and knowledge of the institutional donor environment, including the EC, UN agencies, USAID, etc.
Knowledge of institutional donor environment and experience with donor relations, and strategic program planning; proposal development and external communication;
Experience in networking, partnership building and partnership management
Working experience within Ethiopia / Horn of Africa and an understanding of local dynamics are preferable;
Sound understanding of principles of humanitarian and development work
Reliable and self-reliant personality with a responsible and systematic approach to work;
Excellent communication skills and cultural sensitivity;
Be a dynamic and result-oriented profile;
Ability to organize and plan effectively; and
Critical analysis and problem-solving skills.
PIN Offers:

Salary and benefits according to PIN salary scale and HR policies; expected salary 3400 – 3600 EUR super gross (based on experience), monthly subsistence allowance of 1350 EUR;
