Job Summary
Increase the performance, productivity and accountability of the health workforce and district leaders through health systems strengthening leadership and governance capacity building and addressing the leadership and governance gaps for better health outcomes under Baylor Uganda Projects.
Overall Responsibilities
Lead the development, review and monitor implementation of Governance and leadership capacity plans across in the region plus their integration with the various Baylor Uganda projects in line with the project Objectives.
Develop adaptation plans based on best practices and lessons learnt from Leadership projects/initiatives to design a capacity building program that address identified leadership and governance gaps.
Work closely with the project team and district health system leadership to develop and implement guidelines and tools to strengthen in-service training leadership and governance training and enhance district health-workforce planning to align training and ensure continuing professional development.
Lead the departmental management and administrative functions including development of work plans, budgeting, staff technical support supervision and reporting in line with the Baylor Human resources manual.
Develop strategic partnerships with relevant national and international stakeholders and periodically engage them with updates, reporting and advocacy on interventions best practices, lessons learnt to influence scale up and sustainability.
Set up, train and maintain district and regional mentorship teams of leadership and governance ambassadors to periodically conduct mentorships to all supported Health facilities, review performance and share feedback with the sub county and district leadership.
Develop and monitor the implementation of strategies and procedures for promotion of data utilization at district and facility level, through use of Team Performance Monitoring Tools, health facility and DHT meetings to inform learning, accountability and decision making and strengthen the joint monitoring, support supervising and mentoring of the health workforce.
Prepare ad hoc and periodic reports based leadership and governance interventions and analyzed data from integrated M&E systems, activity reports from the regional coordinators, and submit to internal and external stakeholders.
Work with the capacity building department to plan and implement leadership and governance trainings for district and sub county leadership, health workers, CBOs and community representatives, working closely with the international partners and evaluate the trainings impact, data and materials.
Liaise with the Ministry of health, development partners and other implementing partners to advocate for better leadership and governance for health care, sustainability, share lessons learned and provide technical support to district local governments.
Required Qualification, Experience and Competencies:
Masters Degree in Social work & Social Administration, Governance, Community Development or a related field.
Post Graduate Diploma in Project Planning or Monitoring and Evaluation will be an added advantage
5 years Demonstrated experience in Leadership and Governance interventions
5 Years Relevant Experience
