It is because your Apple ID does not let your iPhone see much of the end-to-end encrypted data on iCloud.
The iPhone passcode is to grant access to modify the current iPhone. iCloud password let you login to your iCloud account. All your iCloud data is still end to end encrypted. Passcode of a device is used as the end to end encryption key. In this case, your iPad was chosen by iCloud randomly.
