The World Food Programme (WFP) is currently seeking applications from the eligible applicants for the post of Programme Policy Officer (Resilience, Livelihoods & Climate Change Adaptation) in Moroto, Uganda.

Key Job Responsibilities

The Programme Policy Officer (Resilience, Livelihoods & Climate Change Adaptation) will perform the following functions:

  • Design and implement a set of integrated RLCCA interventions in pastoral and agro-pastoral areas of Karamoja that will bring the most benefit and impact to the people in need.
  • Facilitate implementation of RLCCA focused on activities related to natural resource management, public works, disaster risk management, livelihood building (agriculture and pastoralism), and market strengthening.
  • Support the management of partnerships on climate change adaptation and resilience building, liaising closely with District Local Government (DLG) counterparts, cooperating partners, financial service providers, and other stakeholders on all technical aspects related to RLCCA.
  • Prepare RLCCA activity work plans, budgets and ensure effective management of allocated resources.
  • Produce regular updates on the implementation and financial situation of RLCCA activities.
  • Build and maintain effective synergies/integration between RLCCA and other WFP Karamoja programme activities i.e. Crisis Response, School Based Programmes, Nutrition, Agriculture Market Support (AMS) and Strengthening of Shock Responsive Systems (Pro-ACT) including Capacity and Systems Strengthening, Analysis, Monitoring, Evaluation, Learning & Analysis (AMEL) and Communications for Development (C4D).

Eligibility Criteria

Applicant must have:

  • University degree qualification from a recognised university (certified by the United Nations Educational, Scientific and Cultural Organization – UNESCO) in Uganda in one of the following fields:  Agriculture & Food Systems, Disaster Risk Reduction and Climate Change Management, Livestock, Rural Development, Environment and Natural Resource Management, Watershed Management, Food Transformation or another relevant technical field.
  • Demonstrated understanding on resilience and livelihoods development activities.
  • Ability to integrate different components of resources management in line with community development and livelihood resiliency development.
  • Ability to understand the links between sustainable development, community development, social and gender issues.
  • Some experience with experience with project development and results-based management methodologies.
  • Excellent analytical, writing, advocacy, presentation, and communications skills.
  • Some experience in programme design, monitoring and evaluation is an asset.
  • Fluency in written and oral English language.
  • Ability to communicate in basic Ngakarimojong, Lebthur and/or Swahili languages will be an added advantage.
