United Nations International Children’s Emergency Fund (UNICEF) is currently seeking applications from eligible applicants for the post of Programme Budget Officer in Tripoli, Libya.

Key Jobs Responsibilities

The Programme Budget Officer will perform the following functions:

  • Provide technical and organizational support to the management of the CO Funds
    • Monitor the utilization of regular Resources and Other Resources and produces regular updates for the Country Office Management.
  • Provide technical and organizational support to the management of reports
    • Monitor allocation and expenditures trends; generates, prepares, and shares with members of the management team the financial progress reports adapted from VISION and brings to the attention of the Deputy Representative, Planning, Monitoring, and Evaluation Specialist and Chiefs of Sections any deviations of delays for corrective measures.
  • Provide VISION Support for results creation
  • Update and maintain results structure on VISION including PIDB coding.
  • Plan cost distribution and payroll of the CO
    • Prepare cost distribution for Libya Country Office and advises section chiefs on standard cost and conditions of Grants utilization in payroll.
  • Capacity building and knowledge management
    • Provide support and backstopping to the PME section in researching, compiling, and analyzing qualitative and quantitative data to ensure quality and timely submission of donor, progress and any other reports.

Eligibility Criteria

Applicants must have:

  • University Degree in Finance, Accounting, Business Administration or a related field of discipline relevant to the job is required.
  • Minimum 1 year’s work experience in programme administration, accounting and programme fund monitoring required.
  • Strong computer skills, including familiarity with UNICEF software tools, MS Excel , MS PowerPoint and demonstrated capacity to produce reports using graphs and charts are required.
  • Relevant experience in a UN system agency or organization is considered a strong asset.
  • Fluency in English and Arabic is required.
  • Nationality of Libya.
