World Health Organization (WHO) is currently seeking applications from the eligible applicants for the post of Program Management Specialist in Washington, D.C., United States. The duration of this post is 11 months.

The primary role of WHO is to direct and coordinate international health within the United Nations system.

Key Job Responsibilities

The Program Management Specialist will perform the following functions:

  • Program Management
    • Engage in corporate efforts for strategic and operational planning, programming, budgeting and resource coordination to enable the Special Program’s technical cooperation and operations;
    • Support the Chief Strategic Fund in leading the coordination of the performance monitoring and assessment of the Special Program’s BWP and with contributions to other institutional reporting;
    • Support the design, negotiation and implementation of technical cooperation projects and ensure that projects managed by the Team are executed according to action plans and within established timelines; ensure timely submission of financial and progress reports in accordance with donor agreements;
    • Support preparation for and participate in inter-programmatic and cross-organizational working groups and PAHO management meetings such as the Synergy Group;
  • Administration
    • Provide support for the management and control of all administrative services and operations of the Special Program. Such services and operations include budgeting, finance, procurement, human resources management, conference management, and office space and equipment arrangements;
    • Prepare budgetary forecasts; establish control and report structures by monitoring commitments and ensuring the processing of obligating documents that adhere to operational plans; assist the entity in the allocation and control of financial, human, and physical resources;
    • Provide guidance on administrative and financial rules and regulations, practices and procedures, and other administrative processes and services.  Ensure compliance with the internal control framework of the Organization.

Eligibility Criteria

Applicants must have:

  • Bachelor’s degree in a health, social science, business administration, management, supply chain management, international relations or in any other field related to the functions of the position, from a recognized university.
  • 5 years of combined national and international experience in the fields of health or supply chain planning, project management, monitoring and evaluation, including experience in administration, strategy formulation and resource allocation.
  • Experience in information collection, analysis and visualization of data would be an asset.
  • Experience working in an international agency would be an asset.
  • Very good knowledge of English or Spanish with working knowledge of the other language.
  • Knowledge of French and/or Portuguese would be an asset.
