World Health Organization (WHO) is currently seeking applications from the eligible applicants for the post of Procurement Specialist in Brasilia, Brazil. The duration of this post is 1 year.
The primary role of WHO is to direct and coordinate international health within the United Nations system.
Key Job Responsibilities
The Procurement Specialist will perform the following functions:
- Formulate, elaborate and collaborate with the Administrator for the development of the procurement plan for the Office; monitor and control the adequate execution of the plan on established timelines, ensuring quality of work; plan, recommend and implement systems, norms and procedures for the administration of all procurement matters;
- Develop and recommend operational guidelines and procedures aimed at ensuring the most expedient and cost effective accomplishment of administrative services for procurement, general services operations, security and safety in the office, and inspections and maintenance of office equipment; prepare statistical reports on expenditures;
- Monitor the delivery of local and international purchases and the invoices for payment;
- Coordinate and supervise the implementation of established procurement policies and procedures; recommend new ones aimed at improving the operational aspects of the Office and provide training to staff;
- Prepare and maintain all the reports, information, tables, and necessary statistics of purchase orders and contracts for statistical and control purposes; report periodically and when necessary to the technical teams on the observations found in the review of this information;
- Participate in the committee responsible for the design and establishment of a data bank of suppliers, and mechanisms of prequalification in accordance with the Organization’s rules and policies;
- Prepare and coordinate Long Term Agreement (LTA) processes; elaborate their respective Standard Level Agreements (SLA); and monitor the compliance of the contract terms and conditions;
- Monitor supplier performance and resolve issues and concerns;
- Research and identify prospective suppliers; and participate in the United Nations procurement working groups;
Eligibility Criteria
Applicants must have:
- Bachelor’s degree in business administration, public administration, economics, or a field related to the functions of the post, from a recognized university.
- Master’s degree in Public Administration would be an asset.
- 5 years of professional experience in administrative and procurement management, including supervisory responsibilities.
- Previous work experience within international organizations would be an asset.
- Very good knowledge of Portuguese and English.
- Knowledge of Spanish and/or French would be an asset.
