Asian Development Bank (ADB) is currently seeking applications from eligible applicants for the post of Principal Procurement Specialist in Manila, Philippines. The duration of this post is 3 years.

Key Jobs Responsibilities

The Associate Risk Management Analyst will perform the following functions-

  • Oversee and review borrowers’ procurement actions and submissions for engaging consultants under ADB loans.
  • Provide technical guidance, advice approvals with delegated authority as appropriate in accordance with ADB procurement policies and procedures.
  • Carry out country, sector and/or agency procurement risk assessments, including under Methodology for Assessing Procurement Systems, as agreed with borrowers.
  • Provide advice on the use of the FIDIC suite of contracts, performance-based and design-build-operate contracts.
  • Review bidding documents incorporating such contract formats and provides training to regional departments (RDs), RMs and EAs on the same.
  • Lead the design, processing, administration, and evaluation of loan and TA projects with emphasis on procurement and contract management.
  • Work with multi-disciplinary teams of PPFD, SDs, RDs, and developing members in developing, refining, and monitoring country, sector, and project performance indicators to promote project quality and improve portfolio performance.
  • Support actively SDs during processing and administration missions and provides quality input as required in the relevant Board documents.

Eligibility Criteria

Applicants must have:

  • Master’s Degree, or equivalent, in Business Administration, Economics, Engineering, Public Procurement, Public policy, or other related fields and University Degree in Business Administration, Economics, Engineering, Public Procurement, Public Policy, or other related fields and at least 5 year’s of specialized experience relevant to the position can be considered.
  • At least 12 year’s relevant experience in procurement, project management or other related area.
  • Significant experience within a specific area of expertise or breadth of experience across multiple areas of expertise.
  • Work experience in agriculture and natural resources, transport, energy, water and urban development, or other infrastructure sector projects, at senior levels (e.g., leading teams)


    International experience working in several countries.
  • Familiarity with ADB’s/MDB’s current procurement and consulting services policies and procedures.
  • Ability to lead projects and share relevant knowledge to benefit the broader ADB community.
  • Excellent oral and written communication skills in English.
