Uganda Cancer Institute Principal Procurement Officer Jobs

Job Purpose:

To provide guidance and technical advice regarding planning, budgeting and controlling of Procurement and Disposal of Assets function and activity of the entity to ensure value for money.

Qualification:

An Honours Bachelor’s degree in either Procurement or Supply Chain management from a recognized institution. Or An Honours Bachelors degree in Commerce, Business Administration, Economics plus Full professional qualifications in

Procurement/Purchasing and Supply Chain Management (like CIPS, ISM, CILT) from a recognized

Institution. OR Full professional qualification/membership of procurement/purchasing

and Supply Chain Management (like CIPS, ISM, and

CILT) from a recognized Institution.

Must have a Master’s degree in either Supply Chain Management or Business Administration or

Management discipline or equivalent from a

recognized institution;

Must be a Member of a recognized professional body in Supply Chain Management;

At least a minimum of Six (6) years of relevant working experience, 3 (Three) of which should be at Senior Procurement Officer Level in a Government or an equivalent level of experience from a reputable organization.

The incumbent should have key competences in:

Procurement Planning, organizing and coordinating;

Procurement, Disposal and contract Management;

Preparation of Solicitation Documents; Procurement

Sourcing; Risk Management; Information & Communications Technology (ICT); Integrated Business Planning (IBM); Policy Formulation and Strategy Development; Legal Knowledge; Ethics and integrity; Concern for quality and standards; Accountability; Networking and Inter-personal relations; Effective communication; Innovative and Proactive; Decisionmaking and Problem-solving and Leadership.

Duties & Responsibilities:

To facilitate and provide technical support on Procurement planning process, budgeting, control of public resources and, any other matter concerning Procurement and Disposal of Assets in the entity.

To prepare, compile and submit appropriate reports to Contracts committee, Accounting Officer and user departments.

To establish appropriate internal controls system for compliance and conformity with legal and regulatory framework governing Public Procurement and Disposal of Assets function.

Consolidation and review of the procurement plan.

To coordinate effective management of evaluation process including constitution of evaluation team, timely evaluation and submission to the Contracts Committee.

To monitor and appraise Contract management process

To oversee Inventory management function within an entity.

To supervise, mentor and motivate subordinate staff.

To ensure effective management of negotiation

processes.
