Duties

The incumbent is involved in a wide range of procurement actions, locally, regionally, and from the United States. He/she supports USAID/South Sudan, U.S. Embassy and U.S. Government agencies in Juba. Upon concurrence from the EXO/GSO, the Purchasing/Acquisition Specialist prepares Purchase Orders, Blanket Purchase Agreements, etc. with appropriate terms and conditions.

Procurement Plan: He/she develops, maintains, and executes annual procurement plans for Capital funds, OE procurements as well as program funded procurements from multiple program fund sources.

The procurement Specialist spends around 3 million/year. Procurements are generally less than $150,000 per procurement, and the incumbent is expected to coordinate closely with the EXO/GSO, Controller, and Program Office personnel. For procurements over $150,000.00 the procurement Specialist works closely with OAA/South Sudan office. Procurements include commodities and services, such as furniture, equipment, supplies, household furniture and equipment, vehicles, building and equipment maintenance, Fuel and repair residential quarters, as well as technical items such as office equipment, spare parts, and specialized equipment.

He/she updates, as necessary, the procurement plan to reflect changes in procurement requirements.

Qualifications and Evaluations

  • Post Entry Training: Rigorous procurement and contracting courses required to meet contracting requirements. Incumbent is expected to take at a minimum five of the following courses but is expected to fulfill continuing education requirements in addition to the five courses by completing on an average of one course every two years. Contracting courses include Shaping Smart Business Arrangements, Price and cost analysis, – Simplified acquisition analysis, Negotiation Techniques. Purchase card training on a regular basis required.
  • On-the-job training in preparation of Mission procurement documentation, procedures, and follow-up requirements. Formal GLAAS training as well as on the job GLAAS training required.

    Education Requirements:

  • Bachelor of Business Administration, Accounting, Finance, Economics is required.

    Evaluations:

    Applications that do not meet the required minimum qualifications will not be scored. Candidates meeting the required qualifications for the position will be evaluated based on information presented in the application. USAID reserves the right to conduct interviews with the top ranked short-listed candidates. If the interview is conducted, the interview will be one of the determining factors in the final selection.

    Qualifications:

    Experience:

  • At least 5 years of progressively responsible technical experience in Procurement areas, contract management, logistics or related field is required.
  • The position requires a combination of managerial, technical, and analytical abilities. Expertise in the areas of cost analysis, proposal writings and scope of work.

    Job Knowledge:

  • A thorough knowledge of Federal and USAID procurement regulations, including the FAR and AIDAR, instructions and procedures, GSA procurement, US Federal Government Specifications and Standards, and of contracting procedures and practices.
  • Knowledge of how to develop, administers, and modifies a variety of purchase orders and other acquisition instruments.
  • Must have a good knowledge of local market practices and of the capability of local suppliers and more importantly of Agency required US suppliers such as GSA and those under GSA contracts.
  • Must have knowledge of computer systems at a more advanced level in order to produce procurement reports and work with procurement software which is challenging.

    Skills:

  • The incumbent must possess exceptional interpersonal skills with an ability to interact with a diverse population of clients, vendors, and contractors in the context of contract management and administration.
  • These interpersonal skills are particularly challenging given the diversity of customers both in Juba and within the region (Dubai, Kenya and Khartoum).
  • In all cases, the incumbent must be able to adeptly and clearly articulate the U.S. government’s requirements, rules, and regulations as well as negotiate and articulate specific issues related to a specific procurement.
  • Must be able to process procurements for agency programs and projects in a timely and effective manner and to apply acquisition regulations and procedures to individual procurements and contract actions.
  • Must be skilled in directly supervising others to ensure accurate and efficient work is produced by the entire department.
  • Skill in evaluating the capability of a contractor in terms of adequate productive facilities, current commitments, financial status, and the adequacy of supervision and management is desired.
  • Must be skilled in determining the responsiveness of price and/or cost proposals through analysis of cost elements.
  • Must have excellent writing skills to be able to write negotiation memos that clearly explain why a vendor/contractor is the best value taking into consideration cost and technical requirements.
  • Computer skills required in order to learn the program used for preparation of the documents, and the format for tracking of procurement documentation.
  • Skills in dealing with vendors by phone, Internet or in person.
  • Must be able to maintain effective working relationships with both supervisor and other personnel within the office and in other Mission offices as incumbent works closely with the entire mission.

    Language:

  • English. Fluent (level IV) in the national languages Arabi Juba is required as well.
