International Organization for Migration Regional ICRS Officer for DDRR Jobs in Nigeria
Context:
International Organization for Migration (IOM) is seeking an experienced practitioner to establish, oversee, and direct key components of its region-wide support to governments in the Lake Chad Basin region and to the reintegration of eligible individuals and communities of return, specifically including the management of an Information, Counselling and Referral Services (ICRS) capacity in the context of IOM’s ongoing Disengagement, Disarmament, Reintegration and Reconciliation (DDRR) programme.
Under the overall supervision of the Head, Transition Recovery Division (IOM HQ), the administrative supervision of the Chief Of Mission (CoM) of Nigeria and direct supervision of the Senior Programme Coordinator (DDRR) in Geneva; and, in close coordination with country Programme Managers, the successful candidate will be responsible for technical, programmatic and policy elements of registration processes and the establishment and roll out of an Information, Counselling and Referral Services (ICRS) System for candidates receiving reintegration assistance within the framework of IOM’s DDRR Programme in the Lake Chad Basin Region.
In addition, the successful candidate will undertake travel to support initiation, roll-out and supervision of IOM’s proprietary ICRS system in support of individual case management and reintegration processes. Coordinating travel within the region as necessary and building on regional resources, the successful candidate will undertake the following:
Core Functions / Responsibilities:
Based on host government requirements, and in close consultation with CoMs and relevant Programme Managers, evaluate and assess optimal areas of engagement and support for Information, Counselling and Referral Service (ICRS) capacity within the evolving context of IOM’s DDRR programming in the Lake Chad Basin Region.
In coordination with Programme Managers, evaluate and assess requirements for systems and services comprised in the IOM ICRS programming component, and oversee design and implementation based on country contexts in Nigeria, Niger, Cameroon, Chad and Burkina Faso.
As required in each country context, ensure appropriate set-up and provide ongoing oversight, support and regular updates to performance across all aspects of the ICRS system and capabilities including:
Information: comprising registration and individual profiling capacities to provide tailored assistance throughout the reintegration process, including socio-economic/demographic profiling and an information and case management system for programme beneficiaries;
Counselling: for program participants and their host communities to ensure awareness of all areas of support and appropriate guidance for beneficiaries, as well as addressing medical, psychosocial needs and the provision of vocational guidance;
Referral mechanism to link former associates with skills training, education and job opportunities based on their backgrounds, ambitions and special needs, requiring discrete research, information products and partnership structures for a broad range of additional services; and,
Monitoring mechanisms within the ICRS system to assess programme impact, and to assist former associates throughout the return process, including ensuring a safe and orderly rehabilitation and reintegration process.
Develop and provide a concise workplan based on assessed requirements for each country context, outlining material, financial and human resource needs, assessing key risks, highlighting government roles, and taking into account lessons-learned within the region, as well as available data or IT platforms and resources already in use across the region and within specific mission portfolios.
Engage and work actively with Procurement, ICT and related technical staff to inform design and structure of equipment and systems as well as requisite budgeting to be implemented in each country context.
Oversee recommendations for the appropriate staffing allocations and the development of a staff training regimen for the implementation of ICRS components in each country context.
Maximize ICRS system contributions to comprehensive reintegration support and individual case management processes, including by ensuring that ICRS systems are supported with robust informational products, context analysis and requisite partnership structures to fully elaborate and utilize the services and referral components.
Provide training in the use and maintenance of ICRS systems to national stakeholders involved in the daily use of ICRS systems, to national decision makers, and IOM staff.
Oversee the design and incorporation of key downstream monitoring capabilities to assess programme impact, beneficiary success and needs, and including recommendations to improve case management support systems, ICRS-related functions and DDRR programme design.
Provide regular reporting on all activities against country work plans and this Terms of Reference and promote learning as well as recommendations to improve overall programme performance.
Supervise activities implemented by the Data Officer to guarantee functionality in the four countries of the ICRS system established, including data analysis, development of data collection tools, development of additional database modules according to the context, and quality controls of the information collected by the ICRS teams in the field.
Ensure application and adherence to IOM’s conflict sensitivity approach, compliance with the Human Rights Due Diligence (HRDD) policy, and respect of the “Do no harm” principle.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
Master’s degree in political or social sciences, economics, business administration, migration studies, international relations, law or a related field from an accredited academic institution with seven years of relevant professional experience; or,
University degree in the above fields with nine years of relevant professional experience.
Experience
Experience in the field of peacebuilding and stabilization, including operational and field experience, IOM/UN project development, and management;
Two years’ field experience at an international level with specialized international agencies (United Nations Agencies, International Organizations, and International Non-Government Organizations) in conflict and post-conflict situations required;
Experience in the design, development and implementation of robust ICRS components thatrespond to the established goals and necessities of DDR processes taking account of governmental needs and priorities in the framework of DDR processes is desired;
Previous work experience in technical support programmes involving legal or policyformulation, community-led recovery and stabilization programmes, and or security sector related reforms is an advantage;
Experience working in conflict contexts in Africa, with particular regard for Central Africa and/or the Lake Chad Basin, is an advantage;
Previous experience in supervising staff; and,
Experience in setting clear tasks and team-building with staff from diverse environments and backgrounds.
Skills
Proficiency in data analysis software, preferably SQL. Strong Excel skills, familiarity with data visualization, and data collection tools (e.g., Kobo, Tableau, Power BI).
Knowledge of statistical analysis techniques.
Familiarity with DDR practices, principles and operations and/or conflict reduction components is an advantage.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
