INTEGRITY Evaluation Team Leader (PEARL) Jobs in Uganda
Project Background
Integrity is leading the Peacebuilding, Evaluation, Analysis, Research, and Learning (PEARL) Activity for the USAID Bureau for Conflict Prevention and Stabilization’s Center for Conflict and Violence Prevention (CPS/CVP). Through PEARL, Integrity is conducting a final performance evaluation of the USAID/Uganda Securing Peace and Promoting Prosperity (EKISIL) Activity.
The EKISIL Activity engages civil society, local governments, women leaders, councils of elders, peace committees, and inter-ethnic youth clubs to prevent conflict and resolve disputes related to natural resource management in Karamoja, Uganda.
Integrity is recruiting an experienced Team Leader who is available beginning in November 2023 and able to commit an average of 80% LOE through April 2024. This position could be based remotely and will involve in-person fieldwork in Kampala and the Karamoja sub-region of northeastern Uganda.
Scope of Work
The Team Leader will manage a team of international and Ugandan experts in delivering the evaluation, which will examine the EKISIL Activity’s contributions to conflict mitigation and management for populations in Karamoja, Uganda.
This evaluation will incorporate complexity-aware approaches such as Most Significant Change to capture a range of programmatic results both intended and unintended and seek to explore the underlying circumstances that influence changes at household, community, and institutional levels in the Karamoja sub-region.
The performance evaluation will entail a desk review, fieldwork to conduct primary data collection, synthesis of findings, and development of utilization-focused recommendations.
The Team Leader will provide technical leadership for all aspects of the evaluation. This includes leading evaluation design and implementation, production of deliverables, client and stakeholder engagement, and day-to-day management of the evaluation team to ensure high-quality services and outputs that meet the client’s needs.
The Team Leader will work closely with the PEARL Task Order Manager, Senior Learning & Outreach Specialist, and Integrity Home Office Activity Management Unit to ensure that the evaluation is planned and implemented in accordance with the USAID Evaluation Policy, Integrity standard operating procedures, and PEARL analytical and communications standards.
Terms of Reference
Lead a team of international and Ugandan experts in desk review, data collection, and synthesis, providing guidance and direction to ensure that the evaluation is completed on time and to a high standard of quality.
Provide day-to-day management of progress against the scope of work, timeline, and available resources, escalating risks and challenges to the Activity Director and PEARL Task Order Manager.
Lead the technical design and facilitation of co-creation and utilization activities with key stakeholders throughout the assignment.
Build and maintain positive relationships with evaluation stakeholders, including implementing partners, government officials, civil society representatives, and other key actors.
Ensure the assignment is conducted rigorously and objectively, in line with conflict-sensitive and ethical standards, and in accordance with PEARL policies and procedures.
Develop actionable recommendations for USAID programming, based on the evaluation findings.
Write an evaluation design, evaluation report, and other deliverables agreed in the scope of work.
Present findings and recommendations to USAID and other stakeholders, including relevant government officials, civil society representatives, and local stakeholders if requested.
As needed, support the recruitment and onboarding of international and Ugandan researchers, subject matter experts, logisticians, and interpreters.
Serve as the security focal point for the evaluation team during fieldwork, ensuring compliance with security operating protocols and procedures.
Complete other tasks as requested/required by the Activity Management Unit and PEARL Task Order Manager.
Your Experience and Expertise
Advanced degree in conflict studies, international relations, political science, or a related field.
At least 8 years of progressively responsible experience conducting research and evaluation in the humanitarian or international development field, with a minimum of 5 years of experience in conflict-affected settings, peacebuilding, or related fields.
Previous experience working in Uganda, including in the Karamoja sub-region, strongly preferred.
Strong knowledge and understanding of social, political, and economic context and key actors.
Experience leading research teams and managing complex evaluations or research projects.
Experience conducting evaluations in accordance with the USAID Evaluation Policy strongly preferred.
Strong analytical skills, with experience in quantitative and qualitative data collection and analysis.
Excellent organizational skills and ability to manage multiple priorities and meet deadlines.
Exceptional interpersonal skills, with the ability to build and maintain relationships with evaluation team members and stakeholders.
Languages
Written and oral fluency in English, with the ability to write clear and concise reports and present findings to diverse audiences.
