Chemonics Human Resource and Operations Director Jobs in South Africa

Chemonics seeks a Human Resources and Operations Director to manage its regional office in South Africa. The Human Resources and Operations Director serves as a partner to the Regional Office leadership team to ensure the office delivers on its mission, strategic goals, and objectives. Provides operational oversight of the Office and fosters strong working relationships between Headquarters and other key stakeholders.

Works closely with Regional Office leadership on budget planning, fiscal accountability, and general policy development. The Human Resources and Operations Director is committed to promoting and enhancing professional development and quality work performance. S/he directly supervises operational staff within the Office and provides leadership to Chemonics’ global workforce by demonstrating Chemonics’ core values — caring, excellence, innovation, integrity and opportunity – and by utilizing effective management and leadership principles.

The Human Resources and Operations Director will contribute to the execution of Chemonics’ overall Regional Office strategy in South Africa. They will play a critical role in operationalizing the regional office and ensuring effective and consistent operational oversight.

Specifically, they will manage daily operations, human resources, administration, logistics, procurement, subcontract/vendor management, and budgeting and financial accounting. This position will be based in Pretoria, South Africa. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Representative Duties and Responsibilities

  • Oversees the organization and in-country operations, including human resources, administration, logistics, procurement, subcontract/vendor management, and budgeting and financial accounting in compliance with Chemonics policies and procedures and in line with Chemonics’ Regional Office strategy.
  • Manages staffing levels, compensation, and service levels for relevant departments by staying abreast of the hiring needs of the organization.
  • Ensures that sound business practices are being implemented within corporate policies, federal and local laws and regulations.
  • Models and advocates strong leadership principles in the home office and overseas consistent with Chemonics’ values and principles. Promotes continuous learning and knowledge sharing, and proactively engages in effective problem-solving on behalf of the organization and key stakeholders.
  • Establishes a workplace environment that values teamwork and fosters collaboration, acknowledges and rewards staff contributions, and develops strategies to enhance synergies talent hub and corporate office staff as well as between overhead regions and departments.
  • Performs other duties and responsibilities as may be required by Regional Office leadership.

    Finance, Audit, Registration and Taxation

  • Ensure compliance with payroll deadlines, tax reporting, and financial audits.
  • Liaise with the Government of South Africa on issues related to legal operation in South Africa including registration and tax exemption.
  • Oversee the registration renewal and reporting process.
  • Oversee the annual legal checklist review process.
  • Manage the relationship with tax and audit firms, overseeing and coordinating the accounting firm’s work to ensure complete and proper tax filings.
  • Lead field offices in audit preparation and response in cooperation with Chemonics Washington, training new project F&A staff, and applying latest field accounting and compliance policies, regulations, standards and tools.

    Human Resources

  • Develop standardized policies and procedures as necessary in alignment with Chemonics policy and South Africa law.
  • Ensure Regional Office policy manual, personnel manuals and employment and consultant agreements are accurate and updated.
  • In coordination with country platforms team and HQ compensation, develop universal compensation scale for all South Africa hires.
  • Oversee the day-to-day management of all project personnel and employee relations matters.

    Operations and Procurement

  • Oversee the management of the physical office including lease, equipment, furniture, and services agreements.
  • Manage all Regional Office subcontract and procurement activities, ensuring compliance with Chemonics policies and procedures and systematized tracking.
  • Develop and maintain relationships with key stakeholders, partners, and vendors in South Africa and Chemonics Washington

    Qualifications:

  • Bachelor’s Degree Required; Master’s degree in human resources, Finance, or Business administration preferred.
  • Minimum 8 years of experience working in Operations and Human Resources, preferably in South Africa, with 3-5 years of leadership experience.
  • Experience working for a U.S. multinational company highly preferred.
  • Knowledgeable on South Africa labor laws, personnel benefits and taxes required; ability to interpret local labor laws and previous experience interacting with labor counsel preferred.
  • Ability to exercise confidentiality and high levels of professionalism.
  • Strong communication and motivational skills

  • Demonstrated versatility, and integrity.
  • Fluency in English required.
