PSI is looking for an experienced Deputy Chief of Party for the USAID Transform WASH project. The project has a strong focus on catalytic change and transformative impact and encompasses a set of innovative and strategic interventions with an overall goal of reducing under-five mortality, through increased use of WASH products and services achieved via four interrelated objectives: 1) Increased WASH governance and management capacity at the sub-national level; 2) Increased demand for low-cost quality WASH products and services, with a focus on sanitation; 3) Increased supply for low-cost quality WASH products and services, with a focus on sanitation; 4) Increased knowledge base to bring WASH innovations to scale.

The Deputy Chief of Party, Ethiopia will Work with the Chief of Party to provide oversight for overall project implementation, ensuring project deliverables are delivered on time and within budget. Supervise personnel. Ensure the project is led in coordination and collaboration with the PSI network member leadership team, government officials, and other national stakeholders in the country where the project is implemented.

Support alignment of the project with PSI’s global strategic priorities, the platform’s priorities, and as well as national and regional priorities, strategies, policies, and interventions. Ensure the project operates with minimal financial, contractual, and reputational risk.

The Deputy Chief of Party (DCOP) should have significant leadership, management and development experience; a demonstrated track record in successfully managing government relations; a commitment to capacity building; a strong interest in private sector approaches to development; and experience successfully implementing market-based approaches

The annual base salary range reflected above is in USD. * We value transparency and have provided the full salary range for this role. Actual base salary compensation may vary and will be determined by factors such as a candidate’s qualifications, experience, internal equity, external market analysis, and other business factors permitted by law.

Hiring above the midpoint of the range would not be typical in order to allow for potential future salary growth. PSI offers a comprehensive benefits package which includes health care, retirement plan, generous leave, as well as other great benefits.

*Candidates approved to receive expatriate packages will receive the appropriate compensation and allowance package. For candidates approved to be hired directly through the local PSI office, pay and benefits will be commensurate with the role and practices of the local office, including payment

in local currency.

Your contributions

  • Manage project staffing, roles and responsibilities, and professional development of staff. 20% of Time
  • Manage project finances, including oversight of the development of budgets, tracking of spending, financial projections, and financial reporting. 15% of Time
  • Manage project results, including support and/or oversight to senior country program staff in programmatic, technical, and financial execution of project activities. 15% of Time
  • Oversee project compliance with donor and PSI policies, including for subaward management. 15% of Time
  • Develop strategic approaches and workplans to achieve project deliverables. 10% of Time
  • Oversee programmatic reporting and, if the project does not have a Technical Director, technical deliverables. 10% of Time
  • Relationship building and engagement with donors and internal and external partners at the national level. Represent the project at internal and external fora. 10% of Time
  • Contribute to and oversee communications, thought leadership, and knowledge management. 5% of Time

    What are we looking for?

  • Master’s Degree (or international equivalent) in a related field such as a MPH, MBA, MSc, MHA, MPA, or equivalent
  • At least 7 years of related experience. An equivalent combination of relevant education and experience may be substituted.
  • At least 3 years supervisory experience.
  • At least 5 years program management for health projects in low or middle-income countries (LMICs) preferred.
  • At least 3 years’ experience in the relevant technical field of the project preferred.
  • At least 3 years experience living/working in an LMIC preferred.
  • Ability to effectively manage teams. Excellent employee development and management skills. Knowing when to coach, when to advise and when to provide specific direction.
  • Innovative thinking, analytical and problem-solving skills that lead to practical, effective delivery strategies to accomplish project activities, outputs, outcomes, and project impact.
  • Organization and attention to detail.
  • Financial and budget management.
  • Knowledge of relevant funder regulations.
  • Excellent skills in oral and written communications and knowledge management.
  • Excellent diplomatic skills and proven ability to work effectively with government officials, partners, donors, and stakeholders at high levels.
