Context:

The International Organisation for Migration (IOM) is one of the major humanitarian and development actors in Somalia. The IOM Shelter/Non-Food Items (S/NFI) programme currently implements projects focused on in-kind distributions as well as cash-based interventions. The programme also maintains a common supply pipeline for cluster partners.

Under the overall supervision of the Senior Program Coordinator in Emergency and Post Crisis and direct supervision of Programme Manager (S/NFI), the Project Officer (Shelter) will be responsible for coordination and implementation of Shelter activities and for facilitating the quality of the work in close coordination with the field teams and in collaboration with other units including Camp Coordination and Camp Management (CCCM), procurement, logistics, finance and security.

Core Functions / Responsibilities:

  • Undertake and supervise implementation of shelter intervention under the S/NFI programme in line with the donors and organizational requirements and under the direction of the S/NFI Programme Manager.
  • Keep abreast of operational delays and deviations in relation to work plans and promptly notify the Programme Manager of issues that may affect the timely delivery of project activities within the agreed required timeframe and project timeline.
  • Closely coordinate with other relevant teams such as CCCM, Durable Solutions, and Water, Sanitation and Hygiene (WASH) to facilitate coherent planning and execution of activities. Follow up on the day-to-day implementation of site plans, construction of shelter units, and other services being undertaken in alignment with plans and Bill of Quantities (BOQs).
  • Maintain appropriate links with the S/NFI cluster, national/local authorities, state institutions, civil society, and other relevant stakeholders, including effective coordination and information exchange with them.
  • In close collaboration with the logistics and procurement unit, initiate the procurement process for project deliverables to facilitate the timely supply of commodities/services for field operations.
  • Provide technical inputs for and implement, monitor, and review the S/NFI community engagement strategy, checking that Cluster global standards and IOM’s Accountability to Affected Population (AAP) framework with the local context and experience are aligned to facilitate the mobilization and participation of all persons in decision-making processes.
  • Provide information on project progress that feeds into internal and external reports, and catalogs, and draft required layouts, drawings, and narrative inputs to be annexed with reports and new proposal submissions.
  • Contribute to development of technical guidelines and tools for shelter activities in line with IOM global technical guidelines, polices and procedure for Shelter NFI programming and aligned with the S/NFI Cluster guidelines. Liaise with field counterparts, implementing partners and coordination structures (Shelter and NFI Cluster and Durable solution Consortium) as appropriate and provide updates on IOM operations as needed.
  • Track and follow up on budget consumption for assigned projects and support with drafting project reports.
  • Together with the Monitoring & Evaluation team, participate in monitoring activities to evaluate the implementation of S/NFI projects, remotely and through regular field visits to areas of operation, checking that S/NFI activities are being implemented as outlined in strategic plans.
  • Based on developed standards and guidelines, work to improve the operational delivery of activities for better mainstreaming of cross-cutting themes such as the inclusion of vulnerable groups, gender, environment, Accountability to Affected Population (AAP), etc.
  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree preferably in Architecture, Civil or Structural Engineering from an accredited academic institution with two years of relevant professional experience; or,
  • Bachelor’s degree from an accredited institution from above field with four years of professional experience.

    Experience

  • Experience in implementation of Shelter/NFI activities in emergency and conflict environments.
  • Experience in local construction techniques and earth construction is an advantage.
  • Experience in coordination with cluster and other sectors.
  • Experience in working effectively with donors, local authorities, stakeholders, beneficiaries, and the broader community.
  • Shelter/NFI technical experience to guide and supervise Shelter/NFI project teams.
  • Experience in emergency operation activity.

    Skills

  • General site planning knowledge in camp setup under emergency context.
  • Knowledge of UN and bilateral donor programming.
  • Knowledge of cluster system.
  • Knowledge of financial and procurement rules and regulations.
  • Ability to work with limited supervision.
  • Delivers on set objectives in hardship situations.
  • Good communication and interpersonal skills.
  • Excellent monitoring, managerial, and organizational skills with strong sense of teamwork, and accuracy.
  • Ability to multi-task and deliver on set objectives and timelines in hardship situations. Sense of risk management.
  • Experience in using office software packages (MS Word, Excel, etc.) and spreadsheet and data analysis.

    Languages

  • IOM’s official languages are English, French, and Spanish.
  • For this position, fluency in English is required (oral and written).
  • Working knowledge of Somali is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
