International Committee of the Red Cross Deputy Finance & Administration Manager Jobs in Kenya

It also endeavours to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. The ICRC’s Regional Delegation in Nairobi co-ordinates the institution’s humanitarian activities in Kenya, Tanzania, and Djibouti.
Overall Responsibility
The Deputy Finance & Administration Manager is accountable for the integrity of financial and analytical accounting and for reporting from the field (Nairobi, Tanzania, Djibouti). The incumbent oversees all financial resources and administrative activities, such as the management of Premises in a given delegation/other structure and acts as Human Resources, Logistics Manager and Welcome file focal point in the absence of a dedicated specialist/Admin Coordinator.
Tasks and responsibilities
Management
Make strategic recommendations to the Finance & Administration (F&A) Coordinator and heads of departments.
Contribute to the processes for financial forecasting and budgets, overseeing the preparation of all financial reporting and investment planning in coordination with the F&A Coordinator.
Review all formal finance, and premises, related procedures in coordination with the F&A Coordinator.
Interpret institutional guidelines and policies considering the local context, ensuring compliance with ethical standards and mitigating financial risks.
Provide leadership, direction and management of the services under their supervision.
Finance
In charge of the cash office and its operation.
Approves requisition orders, accounting stickers, contracts, payment requests as per the financial rules.
Ensures that the Rules on Financial Management and all ICRC procedures/processes are respected.
Contribute to the preparation of the budget, forecast, risk reporting, costs-control and analysis of budget deviations.
Ensures the implementation of the Internal Control System for National Societies and make sure that is correctly applied and managed.
Support the Operational department for any financial matters related to the National Societies.
Acts as an Auditor and validates monthly payroll for the whole delegation prior to other validators, in close collaboration with HR department.
Premises
Ensures that any Premises Project is executed as per outlines guidelines and instructions and acts as focal point for mobiles.
Ensure that the delegation has adequate premises and common standard equipment for its residences in line with the delegation’s housing policy and acts within Geneva policies and financial constraints.
Ensure the implementation of the housing policy and adapt policy and the standard list when necessary.
Ensure that passive security measures are developed and applied to protect personnel, premises and goods in line with the ICRC security policy and local circumstances.
Supervise all outsourced services for ICRC premises i.e. gardening, cleaning, etc. for negotiation and ensuring quality service.
Ensures that the coordination between the Logistics services and the client departments are seamless.
Monitoring of premises related working sheets.
Field Support
Is focal point for all administrative affairs related to Tanzania and Djibouti (DJI).
Is partially the technical supervisor of the Head of Office in Dar Es Salaam and Djibouti..
Replaces F&A Manager in DJI in case of absences and if required.
People Management
The Deputy F&A Manager is the direct supervisor of the Cashier, Head of Premises, the Purchaser, and the Supply chain Administrator in Nairobi.
The Deputy F&A Manager is the functional supervisor of F&A Managers in Djibouti and supports Head of Office in Tanzania for FAD related tasks
Understands and supervises the Performance Management & Development activities for employees under their supervision.
Minimum Requirements and Competencies
University degree in finance/accounting, Business Administration or Hospitality Management or equivalent.
Minimum of 8 years professional experience in finance, management, or human resources, including at least 1 year in financial accounting/controlling and at least 3 years’ field experience.
Diploma in Accounting, CPA(K) or ACCA or equivalent qualification.
Project Management: Proven successful track-record of mastering dynamic and strategic projects.
Experience in an international working environment, proven negotiation and communication skills.
Experience in managing a big team.
Strong leadership skills and able to resolve workplace conflict.
Driven to perform and pro-active about new projects and initiatives.
High sense of confidentiality and accountability.
Ability to work under pressure, plan personal workload effectively and delegate.
