Organizational Context
This position is based in Mekelle, Ethiopia and reports to the Senior Programme Policy Officer, Tigray Region.
Job Purpose
To provide support to policy and programme activities that effectively meet food assistance needs.
Key Accountabilities (not all-inclusive)
Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.
Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.
Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.

Standard Minimum Qualifications
Education:
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience:
Minimum 3 years of postgraduate progressively responsible professional work experience in the private or public sector preferably within the UN/ WFP demonstrating high performance.
Has developed, or supported in the development of multi-discipline work plans to support the achievement of strategic aims within a defined area.
Extensive experience in community base beneficiary targeting & registration process and management of food distribution process including reconciliation.
Knowledge and experience in analysis and consolidation of quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
Experience in field operations, preferably in a hardship duty station or emergency situation.
Field experience through postings or working in a sub-office.
Experience analyzing political situations, assessing risk accurately and supporting managers and leaders in decision making that is sensitive to this.
Experience managing mid-size financial budgets, balancing multiple priorities effectively.
Broad exposure across areas within a function (i.e. policy, programme etc.)
Experience leading a mid-size to large team to ensure the effective delivery of objectives.
Experience in coordination/working with partners and government line ministries/department to strengthen national or subnational entities and government owned food and nutrition security programmes.
Participated in a moderately complex emergency operation/ development programme.
Experience with security co-ordination and compound management within a mid-size area
Language: Fluency (level C) in English language.
