Kenya Forest Service Senior Deputy Chief Conservator of Forests (Strategy, Partnership & Resource Mobilization) Jobs
Entry Requirements :
Bachelor’s Degree in Forestry or relevant qualification from a recognized institution
Masters degree in any of the following disciplines; Forestry, Forest Economics, Biostatistics, Forest Planning, Business Administration, Natural Resources Management, Social science or its equivalent qualification from a recognized institution;
A minimum of twelve (12) years relevant work experience four (4) of which must have been in a senior management position in the public or private sector;
Certificate in Strategic Leadership Development Course lasting not less than six (6) weeks from a recognized institution;
Professional qualifications where applicable
Member of the relevant professional body where applicable;
Fulfils the requirements of Chapter Six (6) of the Constitution.
Proficiency in Computer Applications
An Officer at this level shall report to the Chief conservator of Forests.
Duties and Responsibilities
Advising the Service on policies, strategies and programmes for forest conservation and management, forestry planning, monitoring and performance management, resources mobilization, enterprise development and marketing, risk management and compliance.
Preparing, directing, coordinating, organizing and planning all activities within the Directorate.
Liaising with Government authorities and key stakeholders on relevant policy issues relating to forestry development, conservation and management.
Initiating, developing and review of the KFS Strategic Plan.
Overseeing implementation of Strategic Plan.
Monitoring and reporting on progress on implementation of the strategic plan.
Developing and maintaining key strategic partners’ network for implementation of the strategic plan.
Guiding development of the departmental strategic plans and ensuring alignment with the national and corporate plans/strategies.
Guiding development/ review of performance monitoring tools and framework.
Overseeing preparation of annual work plans, operational plans and the performance contract based on the organization’s strategic objectives.
Providing strategic leadership in the management of the performance contracting process for the Service.
Providing strategic leadership in initiating and implementing performance re-engineering programmes for improved service delivery.
Provide strategic leadership in developing content for KFS input in the national and sectoral planning (MTP) and budgeting (MTEF) processes.
Provide strategic leadership in the KFS planning and resource mobilization activities.
Guiding and overseeing the formulation/ review of policies, strategies and programs for planning, monitoring and performance management.
Guiding and overseeing formulation/review of policies, strategies, and programmes for partnership development and resources mobilization.
Provide strategic forestry input in the development and review of projects and programs proposals for resource mobilization
Provide strategic input in the formulation of policies, strategies, procedures and systems for identifying alternative sources of revenue for the Service;
Overseeing development and implementation of strategic partnership and resource mobilization mechanism/framework.
Provide strategic review of project/programme proposals developed by the various departments to ensure alignment with the national development priorities and compliance with the Treasury guidelines.
Guiding and overseeing formulation /review of policies, strategies and programs for enterprise development and marketing.
Overseeing development and implementation of the enterprise development plan and strategies.
Provide strategic leadership in development, implementation and monitoring of the KFS Service Delivery Charter.
Guiding and overseeing formulation / review of policies, strategies and programs on compliance, risk management and quality assurance.
Overseeing the formulation and implementation of the risk management plan.
Overseeing the management of the ISO certification process and its sustenance.
Providing oversight for risk and compliance management activities.
Participate in the formulation/review of the national forest sector related policies, legislations, rules and programmes to safeguard KFS interests.
Provide leadership in identifying research needs in forest management and liaise with research organizations for solutions.
Provide leadership in technology sourcing and transfer for enhanced forest conservation and management.
Provide forestry input in all the non-forestry units within the Service.
Review all Board papers originating from the Directorate and ensure that only good quality papers are submitted to the Board for decision making.
Promote national interests in the forestry sector and ensure compliance with international forest management principles
Monitoring and evaluating regularly and reporting on the performance of KFS.

Good understanding of the national planning and budgeting processes
Good understanding of the national, regional and international obligations in the Forest Sector.
