Org. Setting and Reporting

This position is located in the Accommodation Management Unit under the LSD Pillar of the United Nations Mission in South Sudan (UNMISS), Juba. Juba is classified in the “E” category and as a non-family duty station. The incumbent will report to the Chief Accommodation Management Unit (AMU) or his/her designate.

Responsibilities

Under the overall supervision of the Chief of Chief Accommodation Management Unit, the Facilities Management Officer is responsible for the administration and management of UNMISS Accommodations in UNMISS UN House or Tomping Camp.

Within delegated authority, the Facilities Management Officer will apply professional knowledge and expertise in in performing the following duties:

Operations

  • Oversee technical and administrative work in the technical and general accommodation management activities in the missions, related to administration and management of accommodations, conference rooms, accommodation assets management, etc.
  • Implement and monitor projects, or parts of larger projects, related to accommodations, office space and conference rooms.
  • Coordinate specific work projects with other stakeholders within the mission.
  • Monitor and evaluate work performed by contractors.
  • Monitor and report on progress of accommodation and office space related projects.
  • Manage and control accommodation assets.
  • Prepare and follow-up work orders and ineeds, for accommodation related works/requests.

    Administration

  • Monitor budget allotments for accommodation and office space related works being responsible for.
  • Plan, direct, and coordinate activities of either UN staff and/or contractor’s staff, including outsourcing type of contracts, and all related administrative work and supervision of personnel.
  • Plan and design specifications for accommodation and office space related projects.
  • Conduct site visits for assessments and draft project proposals, including project specifications for accommodation and office space related projects.
  • Develop statements of requirements and or specifications for contractual services and accommodation assets.
  • Oversee technically evaluating bids and proposals for accommodation related projects.
  • Identify resource requirements for his/her area of responsibility in connection with budget preparations.
  • Liaise in coordination with a Chief Engineer regularly with Security and Safety, Environmental, Health and Logistics Services.
  • Coordinate with engineers and other civilian or military specialists in the mission to agree on work requirements and priorities.
  • Periodically provide inputs for assessment of performance levels of assigned local and international staff.
  • Perform other duties as assigned by the supervisor or the Chief of Section/Unit.

Ability to identify and analyze engineering data of significant depth and complexity Ability to demonstrate professional competence and mastery of subject matters related to planning, implementation, management, and maintenance of large projects, major systems and field facilities; Ability to apply knowledge with respect to development of well-researched and calculated specifications for materials and services.

    Education

  • High school diploma or equivalent is required.

    Job – Specific Qualification

  • Certification in Project /Programme Management methodology by an accredited body (ie. PMP, PGMP, PRINCE 2 Foundation Project Management certification or practitioner level is desirable.

    Work Experience

  • At least ten (10) years of progressively responsible experience in technical, administrative and supervisory areas in the maintenance and operations of facilities is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess at least a first level University degree.
  • Experience in managing support services of international operations in a post conflict environment is desirable.
  • Experience providing facilities management services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.
  • Proficiency in using Microsoft Office applications, MS Project is desirable
  • Experience in managing accommodations, offices facilities and conference rooms is desirable

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of a second United Nations official language is an advantage.
