Organizational Context

WFP programme in South Sudan aims to reach approximately 6 million people each year with both emergency and recovery assistance. The L3 emergency operation provides food and nutrition assistance for populations in crisis and delivers safety net programmes such as food assistance for assets, purchase for progress and school meals to food insecure people in more stable contexts.

In all it programmes WFP seeks to employ the most efficient, effective, and appropriate transfer modalities whether in-kind food, cash-based transfers (CBT), or capacity development.

WFP is constantly looking for innovative solutions to address the root causes of food insecurity in South Sudan, and to respond to the challenges of delivering assistance efficiently and effectively in the County.

WFP South Sudan has the aim of having a digital record of all the beneficiaries served, so that WFP can improve the efficiency and effectiveness of the operations. WFP does this through biometric registration and imports of beneficiary records from trusted partners and has the aim of a complete beneficiary registry of all the 6 million plus beneficiaries that WFP serves.

Additionally, WFP aims to have digitally managed transfers to all these beneficiaries through a variety of transfer modalities and delivery mechanisms. With these aims it is vital to the WDP South Sudan operation to have the beneficiary registry (SCOPE) be made up of non-duplicate people. WFP is seeking a programme Policy Officer to lead a team to be responsible for the maintenance and implementation of key strategies around unique identities.

Job Purpose

To manage a broad set of operational and strategic processes and help to build both internal and external partnerships as WFP looks to strengthen the assurances around all its programming.

Key Accountabilities (not all-inclusive)

  • Ensure that WFP South Sudan is efficiently removing duplicate identities from the SCOPE registry, and that standard operating procedures and strategies are developed around the maintenance of its programming.
  • Ensure Processes are in place and staff trained so that field teams carry out adjudication and removal of beneficiaries in ways which reinforce beneficiary’s dignity and reduce potentials for any conflict.
  • Develop new strategic plans and process to ensure that new registration processes involve minimal data capture duplicate identities and are as efficient as possible for beneficiaries.
  • Work with partners to ensure that to the best extent possible, the humanitarian sector in South Sudan has a common understanding on beneficiary data – especially those partners such as IOM and UNHCR where there are active data sharing agreements in place.
  • Integrate and propose changes in use of technology to enhance the way WFP analyses and utilizes biometric and biographic data to identity and remove duplicates.
  • Lead research in identification of cross border duplicates and propose programme actions based on findings.
  • Lead team of adjudicators to remove duplicate records from core registry as well as participate in registration missions as required.
  • Ensure key change management documentation is prepared and accurate including updating training manuals and process related to deduplication.
  • Assist in the digitalization of other core processes around the delivery of CBT/food with specific focus on improving assurances that WFP knows the right beneficiary is receiving the right entitlement at the right time.

    Standard Minimum Qualifications

  • Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
  • Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
  • National Professional: Fluency (level C) in English language and the duty station’s language, if different.

    Desired Experiences for Entry Into the Role

    • Has gained experience in implementing technical programs (i.e. nutrition, etc.).

    • Has implemented programmes and provided input into designing operations.

    • Has provided input into policy discussions and decisions.
